unbelievable, i could smell it, it was bubble gum, or at least fruity.
however they are a cheap opticians so we will have to go back

There might be a reason, there might not. Unless she was chewing with her mouth open, snapping the gum or blowing bubbles, it's hardly complaint material.

It won't affect the quality of the opticians service that their receptionist chews gum. Although it seems unlikely that would bother you as it's so cheap

Very unprofessional I think. If you've just had lunch at work then maybe a quick chew to freshen the breath... but rude and unprofessional when facing clients, in any kind of work.

I am interested though, would peppermint or spearmint gum have been more acceptable?

I sometimes have to chew it discreetly when working as I can get a dry mouth and this will stop me coughing when with clients. Drinking water isn't enough.
