It's one of those mysterious MN phrases that no one would use in real life. It sounds so pompous. The question wasnt aimed directly at you, Sharon!

The phrase "I'll bite" has been around longer than I have and that's mid fifties. I use it where appropriate and so do people I know.

I think the OP knows the phrase has been around for a long time but it's only very recently appeared on MN. Someone clever, a Bronwyn perhaps, can produce a jaunty pie chart illustrating the occurrence of 'I'll bite' on MN in recent months.
