I don’t think it’s ever appropriate to suggest that females should be ‘Locked up’ to avoid unwarranted attention. Also really weird to suggest a baby is some sort of sexual predator, that’s the only thing I think this slogan can mean?

I have heard this saying a lot but never once thought it referred to someone being a sex pest, especially not when referring to a baby. I have always taken it to mean that the person is incredibly handsome so will capture the attention of every girl who sees them. It's just an off-the cuff, old-fashioned remark that's meant to suggest someone is handsome. Of course, these days, it's hideously inappropriate to suggest that only daughters, male or female, biological or other, may find the wearer attractive or that they might be overcome with lust, longing and admiration for somebody based purely on looks.
