Part of a mystery puzzle - all clues lead to this picture. What does this text mean?

Wow. That pic just made my hangover 10x worse

What is it a puzzle from? Do any of the clues leading to the puzzle have any relevance? From the sequence it doesn’t seem as simple as a different number for a different letter etc- but could well be clues elsewhere which help.

Basic setup is we have to solve the identity of an unidentified man found dead. He was carrying a card which lead us to a Twitter account with this profile picture.

I can’t work out if they’re “b”s or “6”s

Numbers and letters from a to f made me think hexadecimal but I don't know how that actually helps!

I think they are 6's based on the d at the end

It does look like hex
