For the same reason some get excited about Christmas or NYE or their Birthdays.
A lot of people do it the traditional way and are celebrating their dead loved ones.

I overheard a bunch of my undergraduates outside a lecture theatre this week having an ultra-serious discussion about the crucial difference between people who dress spookily to go clubbing at Hallowe’en and those who ‘don’t get it and just wear normal fancy dress’. They made it sound like some kind of war of religion.

Any excuse for a party. Always celebrated Halloween when I was student, purely for the purpose of getting pissed.
Some people like to continue that tradition on past university. Not for me these days... haven't had a night out in years now (boo hoo)
