You could be gender neutral by allowing anyone to wear a skirt. As far as I could read it was about banning skirts and super tight trousers in a high school, which might be less about gender and more about sexuality. one school round here introduced a ban after giving the girls a year to stop dressing inappropriately- things too short, too tight, too revealing
Whilst it might be nice if people can wear what they like without it being interpreted sexually, I think that's a rather naive position. Especially in a teenage environment. We all know there is an expected difference between dressing at home, in an office, in public and on the pull. Threads on mothers wearing pyjamas on the school run. Yes those society rules are not fixed and should always be questioned, but i certainly would want to discourage huge differences between boys and girls in their displays of sexuality at school. And most teenage girls seem to equate looking nice with looking sexually attractive.
