Can’t see to proceed out of drive

Ok I got a problem. My neighbour is parking his lorry right up to the entrance of my drive over the sloped kerbstone that forms a dropped kerb.it totally obstructs my view of oncoming traffic and totally obstructs the view of oncoming traffic to actually see my car proceeding from my drive.
It’s difficult to swing out to.
There isn’t a option speaking to my neighbour as they have done nothing but cause problems for me yet I never done anything wrong to them they just took a dislike .
I have already asked the highways about a white t bar being painted but they said they don’t do that no more also they said they don’t put mirrors up no more as that would had solved the problem.
But I’m so worried if I do hit oncoming traffic am I held responsible?
The police are not interested I’m just told he is not breaking the law.
It doesn’t matter if I turned left or right my view is still totally obscured.
And makes no difference reversing out or driving forwards out.
Any advice please

And I agree with winding the window down. I have to go round a small blind roundabout on my way to my local parkrun on a Saturday. I always wind the window down when I get to it so that I can hear the cars coming.

And yes you could beep your horn - it won't annoy your neighbours because it's not all the time. How often do you leave your drive - 1-2 times a day? So two little beeps.

I'm pretty sure that parking in a way that causes a dangerous obstruction is illegal. It doesn't have to be on yellow lines. But lots of roads are quite blind and you have to stick out quite a bit to see - it doesn't mean people will go into you .

What good does beeping your horn do? You gave no way of knowing if a approaching motorist has heard it or even knows where it is coming from. And won't absolve you from any responsibility if you hit anyone.

I once accidentally almost pulled off my drive into a neighbour driving up the street - entirely my fault, early morning, half asleep, not paying enough attention Blush

She then took to doing a "beep beep" as she drove past my house EVERY TIME even when I wasn't even in the car because she clearly had the fear I was going to do it again Confused

It got seriously annoying after a while, especially at 7.30am on a Sunday.... after about two weeks I think another neighbour put a note through her door telling her to pack it in Grin

Update .my partner hit his lorry trying to get in our drive .it was dark and partner caught back wheel arch luckily just a scrape where it hit the lorry bumper.
Contacted local pcso via email on 13 jan including photos showing lorry over sloped kerbstone and quoted code 27 that no part of a dropped kerb must be parked adjacent to.
As police told me when I first had drive put it when I asked it was only the flat bit that can’t be parked over.
But heard nothing from pcso who knows the history with the issues I’ve had with neighbour .
I was fuming that now my partner has hit it . It could had been a lot worse.
Heard nothing back from parking enforcement either and county council replied saying it been passed on to highways but I contacted highways first they said they didn’t deal with parking issues.
I would put photos on but it would show his company name on lorry .

Write to your local councillor with photos. Explain you want this sorted and the upset. Do you know how to find who yours is?

We had neighbour that did this. When we moved the new owner borrowed a mini bus from somewhere and left it across 'their' spaces for 2 weeks. When they screamed st her she videoed them and put it on Facebook - they left her alone after that.

OP have a look at your councils website (the antisocial behaviour section) and see if they have a "community trigger". It's a way for you to effectively complain about the response to your reports of antisocial behaviour (because this is absolutely that) and it will require the different agencies and departments within those agencies to get together to look at how they have responded so far and what they can do going forward to resolve this. It does sound like people are just trying to constantly pass the buck so this is a way to get them to work together to come to a solution.
