Can’t see to proceed out of drive

Ok I got a problem. My neighbour is parking his lorry right up to the entrance of my drive over the sloped kerbstone that forms a dropped kerb.it totally obstructs my view of oncoming traffic and totally obstructs the view of oncoming traffic to actually see my car proceeding from my drive.
It’s difficult to swing out to.
There isn’t a option speaking to my neighbour as they have done nothing but cause problems for me yet I never done anything wrong to them they just took a dislike .
I have already asked the highways about a white t bar being painted but they said they don’t do that no more also they said they don’t put mirrors up no more as that would had solved the problem.
But I’m so worried if I do hit oncoming traffic am I held responsible?
The police are not interested I’m just told he is not breaking the law.
It doesn’t matter if I turned left or right my view is still totally obscured.
And makes no difference reversing out or driving forwards out.
Any advice please

I didn't have to move. I chose to for other reasons as well as my neighbour being a twat.

Does anyone on your street have a wheelchair/mobility scooter? If so, twaty neighbour could be causing an obstruction by parking his truck on the path/too near a junction. They'd have to move then. I would turn off the cctv for a while, cover up my face and pour broken glass all around each of his tyres. Nails are too easy to tidy with a magnet. He would eventually get sick of having to clean the mess or change the tyres and stop parking there.

When edging out my view is totally obstructed until I get by front of this lorry.
So by the time I can see too late if anything coming the other way because their view is also totally obstructed of me coming out of my drive.
The length is difficult to say of this lorry but it takes up about two car lengths maybe a bit more .

But you get to the front of the lorry then stop, look then go. I'm struggling to see why you can't see by it, it's not a solid artic lorry!

You say that you bought under right to buy, by which I assume you were a council tenant.
Are they still council tenants? Could you speak to the council about it?

This is almost exactly like a situation I know someone else was affected by. These people are bullies - simple.
If you have your evidence, collate and send to your MP. They will get wind up police sails if they are not reacting to harassment. Get a small body camera and wear it - get them on film if they are harassing.
Park on the road so you can’t be blocked in from behind - if they block your drive at a dropped kerb it is an offence.
(My friends situation ended when they were evicted - but it was a long 6 years before it happened!).

Before I had my drive put it I did try and park right next to a dropped kerb but they just park on that to block me in. Police did nothing .

By the time my car reaches a point where I can see doesn’t matter if I drive out or reverse out so much of it is sticking out into the road which could get hit by oncoming traffic .

Your road looks fairly quiet in the pictures - like a residential road not a main road. Can you not sit further back in your drive, look down the road and time your exit? Ie you see a blue car and then a gap, keep watching behind the blue car. They come past the tow truck so you can then exit as nothing else has come.

You just need to edge out forwards very slowly. Yes there will be part of your car in the road but it will be visible to motorists so they will be able to go round you, stop and wait for you to pull out, or beep to let you know they're coming past. Thousands of people have to do this every day because their driveway affords them no view along the road. Just go slowly until you can see up the road.

I'm surprised it's legal for them to park the truck there? Would planning have any say about it?

You should definitely reverse into your drive then just edge out.

I told you OP, buy two cheap bangers, tax and MOT them and park them either side of your drive giving you enough space to see up the road.

Lol good idea in theory buying two old bangers but this idiot has cost me enough already I wouldn’t had bothered paying a lot of money to get kerb dropped and driveway put in if they hadn’t had kept blocking my car in on purpose.just because he chooses to bring his lorry home and not leave it at base and go and collect it when he gets a call out base is about ten miles away. Or he could park round the corner out of everyone’s way where there are no houses.
Thing is they think they own the road not only the space outside their house but the space outside mine. They think they have the right to park that lorry outside mine leaving their frontage free and wow I dare park outside my own house which meant he had to park over some of his spare frontage oh then they would purposely block me in .
But it back fired on them,let me explain about two years ago I was so fed up with their stupid antics I applied for permission for a dropped kerb.like a idiot I mentioned this to their neighbour she kicked up hell threatened to put her caravan on their garden,basically so not only would I look out on their caravan but hers to.said she didn’t want his lorry parked outside hers.this from the woman who previously said she had no problem with his lorry. And between them they got my permission blocked by saying not much parking on the road down my road which was ludicrous as it’s only him who parks his lorry on th3 road and a couple of others peoples cars.
So last year after the dust settled I applied again but this time kept quiet and i got permission. Yes idiot neighbour tried stopping the work by taking his car off the drive and parking there but the work went ahead anyway .
So now their intimidation of blocking my car in has backfired as now he has to park with back end of his lorry overhanging his drive. He could easily park it outside his new neighbour who hasn’t got a car so would be no problem but no he parks like this on purpose to try and keep control .
Waiting to hear back from police and parking officers about him parking partially over my dropped kerb.
But I know that lorry has been up for sale since last Oct due to upgrade let’s hope when it’s sold they give him a longer lorry so he has to park somewhere else lol

I know you shouldn't have to pay out and buy 2 bangers but it will be the solution he will still park to make it difficult for you.
