Neighbour spray painting pavement for their access

My neighbour has spray painted the pavement next to my house outside theirs and put a passive aggressive note up about the dropped curb. Yes it is a dropped curb but the council have not put a single or double yellow. The access is pedestrian gated rather than a driveway. AIBU I don't agree with them marking out the road. My car wheel is slightly over because the on street parking is always completely choc a block. They don't have a car and we all pay over £200 per yr for a council permit.

Maybe a bit off subject but the above isn't true at all. At least where I live. There are lots of dropped kerbs specifically for wheelchairs. They lead to footpaths, alleyways and parks. There are a lot of elderly people in the area, a few retirement homes etc so perhaps that has something to do with it.

I am disabled so i'm not against wheelchair users 🙄 I was just genuinely wondering since i paid for my dropped kerb to facilitate our access, and we have two cars so one often parks over the dropped kerb. We actually have to block our dropped kerb with our car cause we live next to a school and selfish twats parents block us in every morning if we don't, for "just a minute" half a fucking Hour and we're late for work. But thats another thread.
