Neighbour spray painting pavement for their access

My neighbour has spray painted the pavement next to my house outside theirs and put a passive aggressive note up about the dropped curb. Yes it is a dropped curb but the council have not put a single or double yellow. The access is pedestrian gated rather than a driveway. AIBU I don't agree with them marking out the road. My car wheel is slightly over because the on street parking is always completely choc a block. They don't have a car and we all pay over £200 per yr for a council permit.

Dropped kerbs are for wheelchair users. I know this because my husband got a ticket for parking in front of one.

Those are council markings. And no, you can't park in front of their dropped curb.

Do you have any idea how annoying it is for a wheelchair user to cross the road when cars have parked across dropped kerbs?

My mother is a wheelchair user. When she visits me, she can't go to the shop by herself because selfish wankers park over the kerb she's supposed to be able to use.

Dropped kerbs are supposed to be "unused space", that's what they are for, so yes it's fine for it to be constantly empty as that's exactly what's supposed to happen. The 200 quid the parking permit costs doesn't make you immune from Highway Code.

You don't get to decide you can park over them because you've decided there's "no reason" for it to be there, the reason it's there is actually nothing to do with you and non of your business. Them not owning a car is totally irrelevant. Nobody has to let you know why it's there, all you need to know is that you can't park over it, slightly or otherwise. Even if the street is chock a block and over the dropped kerb is the only empty bit, you still can't park there, you'll have to park on another street and walk to your house.

I agree it looks like council markings. Why would a PA neighbour buy and use two different colours for a start?

Also YABU parking over a dropped kerb.

My understanding is that is not the dropped kerb per se, but the access you can't block. If the kerb isn't providing access (i.e. no driveway or road crossing) then you CAN park across it.

Seems a bit of a 'waste' to limit on-road parking in this way.

I could be wrong though!

Grimbles yes, you could be wrong. And if you RTFT you might find out why. Little things like dropped kerbs being for wheelchairs, not just for access...

Pp are spot on. I used to implement traffic regulation orders and just before the legal order became enforceable I would spray those marks on the kerb to indicate to the lining gang where the markings should go. A traffic regulation order will have been consulted upon, on street notices of some kind and a notice in the local paper usually.

If there is no vehicular access/entrance and the kerb wasn't dropped for wheelchair access then I can't see anything that prohibits parking across it?

I'm guessing that the passive agressive note is something along the lines of 'no parking here on x day' because that will be the day the council will be painting the lines on Grin

But do post a photo of it (and no, you shouldn't park over a drop down).

Do you not understand what a dropped kerb is?
You're lucky they haven't had you towed if that's what ypu call 'only slightly' Hmm
Those are council markings so you're going to lose your spot anyway!
Bet your neighbour will rejoice! (I'm rather happy for them!)

as others have said, they look like the marks left for the line painters to follow later. It looks like the road has been recently resurfaced and needs markings put on.

Anyway that's not a dropped kerb, it's raised tarmac rampy thing. Dig tarmac away, hey presto, normal kerb!

Wheres the support? You are all projecting your worrying drop kerb owning fantasy world onto this. . Any dumf can dig out a kerb and put a new one in to selfishly dominate their neighbours in a petty game of 'don't you know who I am?' but it's hardly edifying to be up in arms about your bit of rights exercising over a sodding shared pavement you haven't even paid for.
