I thought US citizens could only be surveilled with a FISA warrant. Unlike most other countries, the US can't do surveillance on its own citizens unless the FISA court allows.

I do wonder if he will say he is going to get a great team to work on their very own climate change investigations and targets, which will be biglier than anything those Paris guys could come up with. A committee will be set up to report back in 2 months just like that one that was going to destroy IS in 30days.

I could imagine that the WH would think this could be sold to please everyone. That the climate worriers would think they would get their targets, but the climate deniers would get them not joining the agreement and could hijack any proposals that do somehow get made.

Of course in reality nobody would be happy, but this is the lot that thought the Dems would be pleased they sacked Comey
