It's a note under a windscreen wiper that says:

"You wait - if the day ever comes that you have children and some selfish cock who cares more about his car takes the last parent and child space...will remember....wipe...goes around"

The last bit is obscured by the wiper so you can't read it. Makes it all the more ominous.
