Some of his utterances are slightly opaque, and you feel like you missed the beginning of the conversation.
And I bet that's literally true; we really are hearing part of a conversation he's just had, parrot-style.
Like the weird phrasing of that tweet about sanctions:

Delay of what? Definitely a soundbite from a larger conversation, which 45 doesn't have the braincells to quarantine from what he utters to the public.
