Basically, I think he's hoping it will be passed through on technicalities but the courts still have to look at 'intent'. Also, this is just the start, if it gets passed, in 3 months will he try to extend it to LPRS and visa holders again? This will probably be a consideration in the courts too.

I am amazed at the suggestion that dangerous people are 'pouring' into the US. Anyone who has traveled to America and experienced their immigration/ passport control knows that it's not a pleasant or straightforward experience and certainly not possible to just pour in. They sit there staring at you suspiciously take your photo, finger prints, check passports, ask questions about why you are coming to America, where you are staying and make you feel guilty for just wanting to visit Mickey Mouse.
