Not sure specifically where they are from, but I would bet that these are some that were SUPPOSED to come but had been refused last minute, as the vetting process takes 1-3 years.

Unfortunately, Bannon is considered a member of the President's personal staff, not a member of the Cabinet. He is not subject to formal Congressional approval. They can complain about him, advise about him, but he is not subject to confirmation. Their only 'tool' per se would be to block a Cabinet nominee until Trump agrees to fire Bannon. Not going to happen. Bannon is Trump's Dick Cheney. He's the true 'power behind the throne'.

I read an article from this morning that he is subject to confirmation for the NSC by the Senate, as someone from the Senate managed to dig up a rarely used (but very valid) law about it. The reason it's rarely used apparently is because the President usually chooses someone that falls into 5 specific categories, and he falls into none of them, therefore requires confirmation.

That's an interesting article, I sure hope Congressional Democrats act on it! But I believe that Presidents in the past have had Staff 'sit in' on certain NSC meetings to offer information and to be able to make informed statements to the public. I can see Trump having Bannon there to 'take names and numbers' of those who are opposing Trump's proposals and reporting them to the 'boss'. A type of intimidation tactic, iyswim.

He's not subject to vetting for the job of 'Chief White House Strategist' though.
