Why are police so useless and dont try prevent things

I'm having an issue with upstairs, im on my phone typing this so excuse mistakes.
Phoned police after last straw of upstairs who kicked my door three times as he left to go out.
He purposely stamps on the floor, walks arlund in boots 24/7 on laminate and makes noise whilst he knows im in a particular room. I understand perfectly these things arent a police matter

I called police for him kicking my door three times earlier and just as he came in at 2am

I called police at around 7pm, they just turned up at 3.40am woke me up to say they dont think its harassment
I said my partner who doesnt live with me is loosing his cool and they said to ask my partner to have a word with him
I said my partner will prob beat him up due to it beig clear he is a coward who is only picking on me cause im a young lone female with a baby.
They said its the cluncil duty of care but said they will notify intelligence due to him smoking weed n dealing

I honestly feel like its going to kick off very soon
Im trying to prevent this but it is very hard this man is trying to upset me and nobody will help me

What should i do

How it looks like a supermarket scratch?

Because the scratch has a telltale dint in it suggesting something has banged into it, rather than being scratched with a key. Also a key would leave a much finer and deeper cut.

I am 99.9% certain that is not damage caused by someone keying the car.

Kitty presumably you took a photo of the message on the door and called the police to report it? Show us the photo.

I really felt for your situation right up until the police bashing.

OP just a friendly tip: if you're going to slag off posters by calling them dumb, you might want to have a look at your spelling and grammar. Otherwise, you're just embarrassing yourself.

100% with you Walter! And I too would like to see this graffiti on the door, more important than a scratch that could have come from anything and definitely doesn't look like a key mark.

Well whatever happens, if the op's neighbour is harrassing her, hopefully the graffiti will be helpful to the police.

Just looking at the facts.
You openly say you were pissy with the police for turning up. They have come to try and help you and didn't get much of a welcome which probably didn't set you up on the best footing. Let's face it, it is hard to be cheerful at 3.40 am as anybody who works a night shift will know.
Then you tell them that you will set your boyfriend on him. Which probably makes them wonder if it's six of one and half a dozen of the other. You immediately make yourself seem less vulnerable and more of a threat.
You haven't been treated in the nicest way on this thread but likewise you've been very rude and tbh your title and attitude towards the police screams that you're trying to stir up trouble. And you did.
It does seem strange that you refuse to post the pictures of your door, if this were me I'd be keen to prove my tale and hopefully garner a bit more support.

OP is clearly the prolific poster...I doubt we'll get a picture of the door, or an update that's not full of abuse, but I'll be watching for another thread pretty much the same by a completely different, unrelated poster (that would be after work though OP, I have a job )
