The testing is really only because of over breeding to stupid breed standards in the first place. The pedigree breeders should own that. If pedigree lines were healthy they wouldn't need all the hip checking etc etc because those traits would have been bred out rather than bred in in the first place.
Every time a breed gets very popular, for whatever reason (think Andrex puppies in the 80s as much as 'oodles' now) people who want to make money pile in. People who don't give a shit about the welfare of their dogs or where they might end up. Some of those people may well appear more legitimate than others, and people want to buy a family dog can get suckered in as well as those who decide to get a dog just because that breed is in fashion.
I'm not sure that there is enough awareness about puppy farming. Two of the dogs in our family were bought from back yard breeders who might well have been a front for a puppy farm. Difficult to tell sometimes, and neither (IMO) really did enough research, and only found out about the potential issues when they joined the doggy community. We waited six months before our rescue had puppies and then took on a pup with no guarantees of anything. He's likely a whole bundle of breeds (classic accidental pregnancy), but has had some expensive health issues and has started to get very neurotic too.
