I am probably over thinking it! Just seems an odd phrase for a kids tshirt.

The child's wearing the slogan, therefore it's the child 'saying' it!

If you choose to wear a slogan t-shirt then you don't have to imagine everyone who you might meet saying the slogan to you before choosing it, you choose a slogan which represents what you want to say to the world, not what they might say to you!
