To ask for your support for this poor woman?

This woman's 5yo daughter was hit by a car just before Christmas and killed. The powers that be have refused her family visas, so they cannot attend the funeral, and cannot support this poor woman.

Have the home office said why the visa where refused? did they have a crimanal history? a flight risk? there has to be a reason, i would like to know why before signing.
