YANBU. As long as they weigh the empty zippy bag at the end, and they don't drop any for someone to slip on.

you could weigh the kids on entering then weigh them before paying and pay the difference .... anyway the kids eating the grapes distracts the guards from the 787878 bottles of 'grape juice' you have shoved down your pants

I don't. I don't think you should graze on your way round the shop before you've paid but I also don't think it's the end of the world.
