in light on another thread I was wondering if this was considered stealing ....

ds needed tracksuit bottoms and I found them in Tesco (F&F range). there were two together for something like 9 quid. One navy one and a gaudy green one. So I took two navy ones and put them on the hanger and left the gaudy green one.

I went through a normal check out not the self service one and it wasn't copped. Was that stealing?

I once got home to find the pack of 2 pairs of shorts I had bought from Sainsburys had been tampered with. Someone had swapped one of the age 6 with a pair of age 4. Clearly some other shopper needed that combination in their packet.
I did check the pair at the top, but not the bottom one.
I consider it to be inconsiderate behaviour to other shoppers who may loose out on the items they need.

If you don't want that combination of clothes don't buy them.
