I don't give a damn about her, or her horse.
The only issue is that in a civilised society, we don't make children pay for their parents' poor judgement. Their welfare is paramount, and it in relation to their welfare that the Council has a statutory duty.
Nothing else has any relevance whatsoever.
There are plenty of "good enough" parents - many of them work, claim benefits too, make unwise decisions and spending choices.
They're a little too dull for the DM though.
