Agree with tie-backs.

Yes, you could shorten them, but it can be very difficult to get them to just right length because of human error and the fact that floors are often not completely level. Then they look naff.

A bit of what designers call puddling is fine - it provides good insulation and it's a traditional, graceful, abundant look.

Yes as cover the radiator so room wont be benifit from them in cold weather

Fwiw, you should really have them sill length, otherwise all winter, when the curtains are drawn by 4pm you'll be heating outdoors rather than the room.

Yes, id take off enough so I could tuck them behind the radiator in winter.

This. Tuck them behind the radiator in winter to help keep the room.warm and stop heat disappearing up behind the curtains.

I'd be inclined to delay shortening them permanently until they have been washed/dry cleaned for the first time. Speaking from personal (bitter) experience. You could just tack them if you can't live with them as they are - definitely no cutting them for the time being.
