Two different 'entities'. The reflecting pool is maintained by the NPS under the USDA. Kennedy Center maintenance is controlled by its own FMO as overseen by its BoD and funded by the Fed Govt via Congress.

So as usual Trump has cost the taxpayers lots of money and paid out nothing himself. That figures.
