🇺🇦🇧🇬 Ukraine and Bulgaria have signed a security agreement
President Volodymyr Zelenskyy said that Ukraine and Bulgaria are developing an “energy corridor” that could become a backup supply route for Ukraine and provide, among other things, up to 10 billion cubic meters of gas per year.
Jordan, Kuwait, Bahrain, and Oman have requested cooperation with Ukraine on defense systems and the transfer of military experience, Zelenskyy said.
The head of state added that there are agreements on strengthening air defense, the joint development of defense industries, and energy cooperation.

The Latvian government has decided to provide Ukraine with an aid package worth €6.8 million, Latvian Foreign Minister Baiba Braže said.

⚡️ EU High Representative for Foreign Affairs Kaja Kallas and EU foreign ministers have arrived in Kyiv.
An EU meeting will be held in the capital today.

In March, the number of combat sorties of drone interceptors and the number of destroyed targets increased by almost 55% compared to February. Since the beginning of spring, our UAV interceptors have already destroyed more than 2,300 enemy air targets, — the Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi.
“Ukrainian-made drones demonstrate the highest efficiency. We are ready to share this experience with international partners.
At the same time, we need to further increase the number of UAV interceptors, in particular with automatic guidance systems.
We pay special attention to the implementation of artificial intelligence in the use of air defense systems — both for drone interceptors and for aviation and ground firepower.”

Ukrainian officials report a growing number of cases in which Russian infantry personnel are killing themselves on the battlefield following drone strikes or during encirclement by unmanned systems.
According to Ukraine’s Minister of Defense Mykhailo Fedorov on March 29, Ukrainian forces are receiving daily video evidence from the front lines showing such incidents.
Separate statements from Ukraine’s Air Assault Forces describe similar patterns observed by frontline units. “Such a brutal suicide is the result of decisions made in Russia,” Fedorov said.

From disenfranchisement to Hungary’s expulsion from the European Union: Brussels is preparing five scenarios in the event of a victory by Viktor Orbán on April 12, Politico reports.
Brussels expects serious challenges from Orbán’s potential victory (although his Fidesz party is currently trailing the opposition Tisza party led by Péter Magyar in the polls — ed.).
One European official said that in this case “a real fight will begin” to preserve EU unity. Another described the Hungarian prime minister as a “Trojan horse” within the European Union.
The EU is considering several response options:
▫️ Changing the voting system is one of the most discussed scenarios (talks on this have been ongoing in the EU for several years — ed.).
The goal is to move from unanimity to qualified majority voting, limiting the ability of individual countries to block decisions.
▫️ Another scenario involves expanding flexible cooperation formats, allowing groups of EU countries to advance on certain political or economic issues without full participation from all member states.
However, this would remain an exception rather than the norm.
▫️ Strengthening enforcement and financial pressure is also under discussion. This is already included in the European Commission’s proposal for the next long-term budget, which will be reviewed by the EU Council starting in July.
This would allow for the suspension of payments or funding to countries that violate the rule of law. Budapest has already threatened to block such measures.
▫️ Suspension of voting rights is also on the table. In 2018, the European Parliament initiated the Article 7 procedure, which allows for suspending a member state’s voting rights if it breaches EU values.
However, this decision also requires unanimity, and Slovakia is prepared to support Budapest.
▫️ The most severe, but least realistic scenario is Hungary’s expulsion from the EU.
There is no precedent for this in the union’s history, and most diplomats consider it politically risky, as it could push Budapest toward closer cooperation with Russia.

🚀 Gulf states have used at least 2,400 interceptor missiles to defend against Iranian attacks, mostly Patriot and GEM-T systems, nearly exhausting their pre-war stockpiles, Bloomberg reports.
Since February 28, Iran has launched approximately 1,200 ballistic missiles and 4,000 Shahed kamikaze drones.
Last week, missiles struck Prince Sultan Air Base in Saudi Arabia, damaging aircraft, including an E-3 Sentry.
Production of PAC-3 and THAAD interceptors is planned to increase, though current output is only hundreds of units per year. The United States has also deployed hundreds of Tomahawk missiles and over a thousand stealth JASSM missiles.

Russia is turning away from more traditional forms of espionage and sabotage, (www.kyivpost.com/post/72883) increasingly relying on vulnerable recruits for covert operations as European countries dismantle its spy networks.

Zelensky has proposed an Easter ceasefire and an energy truce, (www.kyivpost.com/post/72866) offering to consider compromises that do not affect its dignity or sovereignty.

Georgia’s only oil refinery will phase out Russian crude (www.kyivpost.com/post/72885) following an EU sanctions warning, shifting to alternative sources.

Ukraine’s military intelligence (HUR) has published a list of 51 vessels it says are fueling Russia’s war (www.kyivpost.com/post/72855) by exporting oil and operating in occupied Ukrainian ports.
The list includes tankers moving Russian crude and cargo ships entering closed ports in occupied areas such as Mariupol and Kerch.

Up to 10 Ukrainian interceptor drone factories have been secretly built abroad “behind (www.kyivpost.com/post/72861) the state’s back” to bypass Kyiv’s wartime ban on arms exports, Zelensky said, warning that the companies involved would ultimately lose out.

Ukraine’s air defences destroyed more than 2,300 Russian aerial targets over the past month, Commander-in-Chief Oleksandr Syrsky has said.
He noted that the interception rate rose to 55% in March compared with February.
Syrsky added that domestically produced drones are proving the most effective.

Poland to spend $120 MILLION on a high-tech surveillance (www.kyivpost.com/post/72848) barrier along its border with Ukraine.
The system will cover a key section of the frontier — aimed at stopping illegal crossings and boosting security.

Resque efforts are ongoing. [spelling!]

A prominent Russian milblogger has praised Ukraine’s army (www.kyivpost.com/post/72871) and warned that the Kremlin’s planned spring offensive is likely to fail.
“The enemy is working very effectively… we have no way to protect those areas effectively… unfortunately, they’re stronger.”

🇧🇬🇺🇦 Ukraine and Bulgaria are preparing a test railway connection.
Today, Vice Prime Minister Oleksii Kuleba discussed this in a meeting with Bulgaria’s Minister of Transport and Communications, Korman Ismailov. The route is planned to run through Romania.

🇮🇱🇺🇦 Zelensky stated that Israeli Prime Minister Netanyahu is trying to balance relations between Russia and Ukraine, even though Moscow is assisting Iran.
The president noted that he has not spoken with Netanyahu for two years.
“We have what he needs, and he has what we need… we have a significant air defense deficit. But we also have things that Israel does not, and we are ready for this dialogue,” he said.

Russian forces have started attaching mock R-60 missiles to Shahed drones, said Defense Ministry adviser Serhii “Flash” Beskrestnov.
The goal is to intimidate Ukrainian aviation and draw the attention of interceptor units.
“Army aviation knows how to respond to such things. But we have many interceptor units across different branches and agencies, and of course everyone will try to destroy such an ‘important’ target. We need to think about how to distinguish a Shahed carrying fake missiles,” Beskrestnov noted.

Syrskyi rated the current state of mobilization in Ukraine at 6–7 out of 10.
As the Commander-in-Chief of the Armed Forces of Ukraine noted, while two years ago commanders primarily needed ammunition and missiles, the main demand today is for trained and well-prepared personnel.
“I would very much like to see both higher quality training and a greater number of motivated individuals who do not leave their units and carry out all assigned tasks.

🔥 Drones once again entered Russia’s Leningrad region overnight, marking the seventh consecutive day of such incidents.
The regional governor confirmed damage to the Ust-Luga oil port as a result of the drone attack.
Earlier, Schemes published satellite images showing large-scale fires at oil terminals in the Russian ports of Primorsk and Ust-Luga in the Leningrad region following several Ukrainian strikes.

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-march-31-2026/

Key Takeaways

  1. Russian advances have slowed as Ukrainian forces continue to contest the initiative in different frontline sectors for a protracted period of time.
  2. Ukrainian counterattacks and mid-range strikes are likely impeding Russian efforts to advance.
  3. Battlefield realities as of late March 2026 continue to show that significant Russian battlefield gains, let alone total victory, are not imminent nor inevitable.
  4. The Kremlin is trying to create a false sense of urgency by reportedly trying to force Ukraine to cede the unoccupied part of Donetsk Oblast, which Russian forces have proven unable to take on the battlefield.
  5. The Kremlin continues to set conditions to reject the legitimacy of any Ukrainian elections without direct Russian involvement in an effort to undermine Ukraine’s sovereignty and stall the peace negotiations process.
  6. Russian authorities are increasingly turning to forced covert mobilization efforts as Russian forces suffer unsustainably high losses on the battlefield and Russian recruitment rates decline.
  7. Ukrainian long-range strike campaign against Russian Baltic Sea port and oil infrastructure in Leningrad Oblast is degrading Russian oil export capacity.
  8. Ukrainian forces advanced in the Kupyansk and Pokrovsk directions. Russian forces advanced in the Kostyantynivka-Druzhkivka tactical area.
  9. Russian forces launched 289 drones against Ukraine.

The situation on the front is tense — the Russian army is trying to increase its assault activity. But this only leads to higher losses. Russia has failed to achieve its goals in the border areas of Sumy, Kharkiv, and Donetsk regions and is once again postponing deadlines, President Volodymyr Zelenskyy said after a report by the Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi.

🇧🇩🇺🇸 “The authorities are in a panic looking for oil products.” Bangladesh has asked the United States for permission to buy 600,000 tons of fuel oil from Russia due to an acute energy crisis resulting from the war with Iran.
The country imports 95% of its oil and gas, most of it from the Persian Gulf, but supplies have fallen sharply, writes The Daily Telegraph. Crude oil reserves are only 17 days away, while diesel and gasoline are also at critical levels.

Ust-Luga in the Leningrad Region, one of the largest and deepest ports in the Russian Federation, continues to burn.

Poland to hold secret war drills, Rzeczpospolita reports.
In April, the country will host the strategic exercise “Kraj,” which will test the readiness of its entire defense system for a possible military conflict.
The country’s top leadership — the president, government, military, and intelligence agencies — will take part in the exercise. Scenarios for declaring martial law, making strategic decisions, and coordination between the government and the army will be practiced.
This will be the first such large-scale exercise since 2019 and, effectively, the first test of Poland’s defense system since the start of Russia’s full-scale war against Ukraine.

❗️One of Russia’s largest refineries, Kirishinefteorgsintez, could remain out of operation for another month after Ukrainian drone strikes, Reuters reports.
It may partially resume production within a month, but the pace of the restart will depend on how quickly Russian ports can resume loading.
A partial restart would allow the refinery’s secondary units to produce motor fuel.
Three of the four primary units are expected to return to operation within a month, representing about 60% of the refinery’s primary capacity.

“Kremlin hotline”: Hungary colluded with Russia to secure exemptions from sanctions for oligarchs, companies, and banks, according to a VSquare investigation.
The hotline between Péter Szijjártó and Sergey Lavrov allegedly provided Russia with strategic information on key EU issues.
The investigation claims that the Hungarian foreign minister acted in the Kremlin’s interests, including efforts to remove Russians — among them Gulbahor Ismailova, sister of oligarch Alisher Usmanov — from EU sanctions lists.
In another conversation with Russia’s deputy energy minister, Szijjártó reportedly said he was doing everything possible to block an EU sanctions package and offered to help shield Russian entities from restrictions. He also indicated that Slovakia was supporting this coordinated effort.
According to the report, shortly after returning to Budapest from St. Petersburg on August 30, 2024, Szijjártó received a call from Lavrov, who asked for assistance in removing Ismailova from EU sanctions lists — a request Szijjártó allegedly agreed to support.
Usmanov, a Russian-Uzbek businessman, built his fortune in mining, industry, telecommunications, and media, and is widely described as having close ties to Vladimir Putin.
The conversations reportedly included criticism of the European Union and its officials, including Josep Borrell, then High Representative for Foreign Affairs and Security Policy.
Investigators say the calls, recorded between 2023 and 2025, reveal unusually close and cooperative communication between Hungarian and Russian officials, including the exchange of sensitive information about discussions in Budapest and Brussels.
They also suggest coordinated efforts by Hungary and Slovakia to obstruct EU sanctions against Russian individuals and entities.
According to the report, Ismailova was removed from the EU sanctions list on March 14, 2025, during an extension of personal sanctions, following pressure from Hungary. She was delisted alongside Vyacheslav Moshe Kantor and Mikhail Degtyarev.
Transcripts and audio recordings of the conversations were obtained and verified by a consortium of investigative outlets, including VSquare, FRONTSTORY, Delfi Estonia, The Insider, and the Investigative Center of Ján Kuciak.

🤔 Péter Szijjártó commented on the audio recording of the conversation with Sergey Lavrov, which was published by the media today.
The Hungarian Foreign Minister accused foreign intelligence services of listening to his calls.
At the same time, the diplomat did not deny lobbying for the lifting of sanctions against Russia.

Russian forces attacked Nikopol in the Dnipropetrovsk region with an FPV drone.
Eleven people were injured, including a child. A 16-year-old girl and a 28-year-old woman are in serious condition, while a 25-year-old victim is in moderate condition.
Houses and shops were damaged, and a fire destroyed a car.

On the outskirts of Pereyaslav, soldiers discovered a 25,000-year-old mammoth bone.
The bone was found by volunteer fighters during work on the southeastern outskirts of the city.
Archaeologists note that the find may be part of a larger Paleolithic site. A flint point from the same period had previously been discovered in the area.

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-april-1-2026/

Key Takeaways

  1. The Russian Ministry of Defense (MoD) claimed that Russian forces seized the entirety of Luhansk Oblast for the third time over the course of Russia’s full-scale invasion, even though Russian forces have controlled most of Luhansk Oblast since October 2022.
  2. The Kremlin’s aggrandized claims about the seizure of Luhansk Oblast are part of a wider coordinated information campaign that aims to create a false sense of urgency to force Ukraine to cede unoccupied parts of Donetsk Oblast.
  3. Russian forces conducted another prolonged strike series against Ukraine with a total of 700 drones launched in two waves on the night of March 31 to April 1 and during the day on April 1.
  4. Russia’s new tactic of prolonged nighttime and daytime strikes reflects aspects of the way Iran is currently launching drone and missile salvos at Israel and the Gulf.
  5. ISW has observed reports of seven Ukrainian drones crashing in Baltic and Finnish territory since March 23, possibly as a result of Russian electronic warfare (EW) efforts.
  6. Russian exports of non-energy resources are benefiting from the ongoing war in the Middle East.
  7. The Kremlin is reportedly turning to university students as part of its forced covert mobilization efforts.
  8. The European Union (EU) will transfer €1.4 billion in proceeds from frozen Russian assets to aid Ukraine.
  9. Ukrainian forces recently advanced in the Pokrovsk and Hulyaipole directions.

Fuel shortages have begun in France following the introduction of price caps, according to Bloomberg.
Around 900 gas stations are experiencing shortages of at least one type of fuel. The reasons include a sharp increase in demand after the price caps were introduced, as well as logistical disruptions linked to the war in Iran.
Some regions are already facing diesel shortages.
Authorities, however, say there is “no risk of shortages” and point to the availability of strategic oil reserves — approximately 100 million barrels.

China is reselling record volumes of LNG amid the war in Iran, Reuters reports.
Since the beginning of the year, Chinese companies have resold 1.31 million tonnes of LNG (19 cargoes), primarily to South Korea, Thailand, Japan, India, and the Philippines.
The price increase is driven by the war in the Middle East and supply disruptions. Spot prices in Asia have risen by 85%, partly due to the de facto blockade of the Strait of Hormuz.
Unlike other countries in the region, China has ample gas reserves and is able to profit from resale.

After Hungary detained Ukrainian cash couriers transporting funds from Austria’s Raiffeisen Bank to Ukraine, tensions with Brussels escalated. Meanwhile, banking lobbyists are calling to strip the government of Viktor Orban of the ability to cooperate with key EU financial institutions.
Hungarian authorities intercepted on March 5 two armored vehicles carrying cash from Vienna to Ukraine as part of a routine cash supply operation organized with the involvement of Raiffeisen Bank. The vehicles were transporting approximately $80 million in various assets, including $40 million, €35 million, and 9 kilograms of gold.
While the shipment was conducted in accordance with international banking and customs procedures, Hungarian authorities seized the funds and initiated an investigation.
The incident has drawn attention within European financial circles. According to Magyar Konzervatív, banking representatives in Brussels are calling for restrictions on Hungary’s ability to cooperate with key EU financial institutions.
Discussions are also underway regarding limiting purchases of Hungarian government bonds, reflecting growing concerns over political risk and potential conflict with EU institutions.

The Kremlin has confirmed contacts with the United States on the “Ukrainian issue.”
Putin’s aide, Yuri Ushakov, said that Russia continues discussions with the Americans despite a de facto pause in the trilateral negotiation format.

Russia launched a record 6,462 drones against Ukraine in March, according to AFP.
March saw the highest number of drones launched since the beginning of the war, including the March 24 attack, when nearly 1,000 drones were used in a single day.
At the same time, the number of missiles decreased — 138 compared to 288 in February.
However, the effectiveness of Ukraine’s air defense increased to 89.9%, with 5,935 targets intercepted or neutralized.

Amid growing internet restrictions in Russia, citizens have begun using tourist eSIM cards to bypass geo-blocked resources, relying on roaming services and IP addresses from other countries through GTP tunneling.
According to The Moscow Times on April 2, these workarounds allow users to access restricted content despite geo-location limitations.
According to reports, the use of eSIM cards has become a common method for circumventing internet restrictions, although these solutions are not foolproof. Since the autumn of 2025, issues have arisen for foreign tourists attempting to access mobile internet in Russia while using foreign eSIMs and SIM cards.

Russia plans to introduce paid email services for businesses and charge citizens for using VPNs and international internet traffic.
According to intelligence, the Russian Ministry of Digital Development is promoting an initiative to introduce paid email for entrepreneurs and the self-employed.
This measure would effectively create a mandatory, state-controlled communication channel at users’ expense. In parallel, authorities are discussing fees for international traffic and monetizing VPN usage. The logic is clear — the state intends to financially penalize those who try to bypass information isolation.
Technology companies that refuse to block VPN traffic could face severe sanctions.
They risk being removed from the register of accredited organizations, which would automatically mean losing key tax benefits and employee mobilization deferrals.

Europe needs security guarantees from Ukraine, given its unique experience of waging war, the Estonian Foreign Minister said.

Ukraine is restoring 245 critical infrastructure facilities damaged by Russia and has begun work despite a lack of funding, as a €90 billion European support package remains blocked, Zelensky said.

🇺🇦🇵🇱 Ukrainians’ attitudes toward Poles have worsened compared to 2022–2023, according to a KIIS survey.
Sociologists measured so-called social distance — people’s willingness to engage in close contact with representatives of different ethnic groups — on a scale from 1 to 7.
In 2022–2023, attitudes toward Poles were among the most positive, largely due to Poland’s support after the start of the full-scale war. However, social distance has since increased by 1.1 points.
Despite the decline, attitudes toward Poles remain more positive than toward other ethnic groups. The shift is seen more as a reaction to disputes over grain exports and historical issues rather than a deep change in public sentiment.
▪️The survey was conducted between September 19 and October 5, 2025, using telephone interviews. It included 1,008 respondents across government-controlled areas of Ukraine.

15 million printed items of the Book Chamber of Ukraine are under threat due to the последствия of Russian attacks.
The institution’s premises in Kyiv were damaged by Russian strikes in 2025–2026, with heating, water supply, drainage, and sewage systems put out of operation, and windows shattered.
The institution itself is unique. Founded in 1919 by the Council of People’s Ministers of the Ukrainian People’s Republic, it preserves all printed materials published in Ukraine since 1917. Its collections include literature banned in the USSR, works by repressed writers, the legacy of Ukrainian composers, periodicals, posters, and more.
Specialists at the Book Chamber are trying to save the materials on their own, but it is not enough. Full restoration requires repairing engineering systems and ensuring proper storage conditions.
In an interview with Detector Media, the institution’s leadership said they request funding for major repairs every year, but are denied annually, with the exception of 2024.

Tilly was sentenced to 8 years and 6 months in a penal colony, along with a fine of roughly $2,490. The sentence is effectively unenforceable, as he does not reside in Russia.
Jacques Tilly is known for provocative carnival installations, previously satirizing world leaders including Putin, former U.S. President Donald Trump, and Turkish President Recep Tayyip Erdoğan.
