Here's a bit of good news to start your day:

Senior Russian general shot in Moscow - Lt. Gen. Vladimir Alekseyev, a deputy chief of Russian military intelligence, was hospitalized after the shooting, authorities said Friday.

The only thing that makes me question if Ukraine was responsible is that he was shot more than once and still made it to hospital alive. A well trained intelligence operative would have ensured he was dead before leaving the scene.

That cheered me, too.

I like it when they're shot/blown up in Moscow, too, rather than out of sight, out of mind, in Ukraine. Maybe I'm being overoptimistic, but I hope in a small way it brings the war home to Muscovites.

Natsku · 06/02/2026 12:03

Agree. Also makes me wonder if its unhappy Muscovites themselves doing the shooting, which would be nice.

This idea also makes me happy!

Honestly the best longterm security I can see for Ukraine and other neighbours of Russia for Russia to stop wanting to invade them.

Like we now trust Germany and Japan because they stopped wanting to invade their neighbours.

That would need fundamental change at the top in Russia. I haven't been very hopeful about this, as I can't see why it would happen. Putin dying wouldn't be enough; there would have to be something that swept away the top echelons.

Key Takeaways

  1. US, Ukrainian, and Russian delegations continued trilateral talks in Abu Dhabi on February 5.
  2. The Kremlin is looking for new narratives to try to convince the United States and Europe to not agree to security guarantees for Ukraine.
  3. Lavrov implied that Russia’s demand for Ukrainian “neutrality” aims to turn Ukraine into a pro-Russian proxy state.
  4. The Kremlin continues to reject the parts of the initial US-proposed 28-point peace plan as well as the latest US-Ukrainian-European 20-point peace plan as insufficient to address Russia’s demands about minority rights in Ukraine.
  5. Lavrov attempted to portray Russia’s adherence to the short-term energy strike ceasefire as an indicator of Russia’s interest in good-faith negotiations, even as the Kremlin has routinely used such ceasefires to stockpile weapons for subsequent large-scale strikes.
  6. US and Russian officials on the sidelines of the Abu Dhabi peace talks have reportedly discussed bilateral military relations, including measures to informally extend the New Strategic Arms Reduction Treaty (New START) that expired on February 5.
  7. The Russian Ministry of Foreign Affairs (MFA) and Russian officials are using threats of escalation likely to push the United States to renew New START on terms that benefit not only Russia but also the People’s Republic of China (PRC).
  8. Ukrainian forces recently conducted FP-5 Flamingo cruise missile strikes against the Kapustin Yar launch site in Astrakhan Oblast.
  9. Ukraine’s efforts to register Starlink terminals will likely impact Russian battlefield air interdiction (BAI) efforts.
  10. Russia and Ukraine conducted a civilian prisoner and prisoner of war (POW) exchange on February 5 following trilateral US-Ukrainian-Russian negotiations in Abu Dhabi.
  11. Russian President Vladimir Putin is using the 2026 Year of the Unity of the Peoples of Russia to frame Russia as a multiethnic and multireligious state united around the ongoing war effort.
  12. Ukrainian Defense Minister Mykhailo Fedorov appointed Taras Chmut to represent the Ukrainian Ministry of Defense (MoD) on the supervisory board of the Ukrainian Defense Procurement Agency (DPA).
  13. Ukrainian forces recently advanced in the Kostyantynivka-Druzhkivka tactical area. Russian forces recently advanced in the Kostyantynivka-Druzhkivka tactical area.

As Russian losses in Ukraine mount, the Kremlin strains to avoid full mobilization (kyivindependent.com/inside-russias-2026-draft-strategy/)
(kyivindependent.com/inside-russias-2026-draft-strategy/)
As casualties in Ukraine continue to mount, the Kremlin is seeking new sources of manpower while trying to avoid the political shock of full mobilization.
Just days before the New Year, Russian leader Vladimir Putin signed laws expanding military conscription. The changes allow year-round drafting and authorize the use of reservists to guard critical infrastructure.
Russia’s partial mobilization in 2022, the first since World War II, triggered nationwide protests and the exodus of more than 261,000 men. This raises the question of where and how Russia is finding new manpower in 2026, while avoiding both full mobilization and the risk of a mass public backlash.

The United States and Russia are close to an agreement to extend the New START Treaty, Axios reported, citing sources.
Two sources noted that the draft still requires approval by the presidents of both countries. Another source confirmed that US special envoys Steve Witkoff and Jared Kushner held talks with Russian officials in Abu Dhabi, but did not confirm that an agreement had been reached.
[...] “The treaty will officially expire on Thursday, and its extension will not be legally formalized. We agreed with Russia to act in a spirit of goodwill and begin discussions on ways to renew it,” an unnamed US official said.
In practice, the sides plan to adhere to the terms of New START for at least six more months while negotiations on a possible new agreement continue.
[...] Washington remains skeptical about a new treaty because it would not limit China, which has a smaller but rapidly growing nuclear arsenal. Beijing has shown no interest in joining such an agreement.

🗣 The talks were constructive. The delegations discussed outstanding issues, including ways to implement a ceasefire and monitor the cessation of hostilities, Umerov said about the negotiations in Abu Dhabi.
The trilateral talks will continue in the coming weeks.

We are bringing our people home — 157 Ukrainians. Soldiers of the Armed Forces, the National Guard and the State Border Service. Soldiers, sergeants and officers. Civilians are also returning together with the defenders. Most had been held in captivity since 2022, — President Volodymyr Zelenskyy.

🇺🇦🇨🇿 Czech video game studio Amanita Design will donate a week’s profit to humanitarian aid in Ukraine.
From February 2 to 9, the studio will transfer 100% of revenue from sales of all games and DLC to the organization “People in Need.”
The funds will help provide food, heating, home repairs, and essential assistance to families and individuals affected by ongoing Russian aggression, the studio said.

Russian businesses say real inflation is rising much faster than the officially reported 6%. Moscow is seeing the highest number of restaurant closures since the pandemic, while rising costs have forced thousands of layoffs.
Falling revenues are widening the budget deficit unless taxes increase. Pressure on the banking system is also growing due to high interest rates and aggressive corporate lending to finance the war.

🇳🇴 Norway will contribute €86.4 million to Ukraine’s Energy Support Fund — Denys Shmyhal.
The Energy Minister noted that the funds will help restore critical energy facilities damaged by Russian attacks and support Ukraine during the harsh winter.
According to him, the Fund has already mobilized more than €1.7 billion from 36 donors and ensured the delivery of critical equipment across the country.

More than 1,100 apartment buildings in Kyiv will remain without heat until at least the end of winter and throughout March.
The reason is critical damage to the Darnytsia Thermal Power Plant. According to Klitschko, repairs will take at least two months.

The real military spending of the Russian Federation in recent years has exceeded officially declared levels by 66%, even when accounting for classified items, according to an analysis of the Russian budget by Germany’s Federal Intelligence Service (BND).
Using NATO classification — which includes construction projects, IT services, and social security for military personnel — Russia spent about €250 billion on military-related items last year, instead of the declared €150 billion. According to BND estimates, military spending consumed roughly half of Russia’s budget, or about 10% of GDP.
In 2024, under NATO methodology, Russian military expenditures reached €200 billion — €62 billion more than indicated in official budget data. In 2023, with official spending at €82 billion, actual expenditures totaled about €136 billion; in 2022 — €106 billion instead of €64 billion, intelligence officials estimate.
“These funds are used not only for the war against Ukraine, but also for the further development and expansion of military potential, particularly near NATO’s eastern flank,” the BND said.

The Court of Justice of the European Union has upheld the right of EU member states to confiscate cars imported from Russia in violation of sanctions.

The discount at which Russian suppliers sell their oil to China has reached record levels after Donald Trump announced a trade deal with India that could cut off Russian crude, Reuters reports.
Indian refineries have been reducing purchases of Russian fuel for months. China is taking advantage: some shipments are being redirected there, but sellers are forced to offer deeper price concessions.
Discounts on ESPO crude shipped from the Pacific port of Kozmino rose this week to nearly $9 per barrel against Brent, Reuters reported, citing traders. In recent months, discounts were $7–8.
The discount on Urals crude, previously shipped mainly to India from western Russian ports and now partially redirected to China, has reached $12 per barrel. Brent traded in the range of $65.8–69.8 per barrel this week.

As the world watches the Milan–Cortina Olympics, Estonia’s Foreign Ministry highlights the contrast between global celebration and Russia’s ongoing aggression against Ukraine.
More than 600 Ukrainian athletes and coaches have been killed or injured, and hundreds of sports facilities destroyed, while Russian athletes continue to compete.
The ministry said this is not neutrality but a choice that contradicts Olympic values, stressing that sport cannot be “outside politics” when used as a tool of propaganda and war, and urging the Olympic Movement not to allow aggressors to whitewash their crimes through international sport.

A soldier who had been considered killed in action since September 2022 has returned from captivity — Lviv Regional Military Administration
This is Nazar Daletsky, a resident of the village of Velykyi Doroshiv, Kulykivska community. He served in the 24th Separate Mechanized Brigade named after King Danylo.
In May 2022, Nazar lost contact. At first, he was listed as missing. Later, the family was told he had died in the Kupiansky district on September 25, 2022 — on his birthday.
In July 2025, a released Ukrainian defender reported that Nazar was alive. In August, another soldier confirmed it. In October, a third. His relatives kept believing and asking. 🇵🇱 Poland is preparing a new aid package for Ukraine worth €200 million. It will primarily include armored vehicles, reported Prime Minister Donald Tusk.
He added that if Ukraine needs additional MiG-29s, Poland is ready to transfer them.
🇫🇮🇸🇪 Additionally, Finland and Sweden have announced new aid. Ukraine will receive equipment worth €43 million from Finland, while one billion kronor (almost €95 million) from Sweden will go toward energy, specifically for infrastructure restoration and power plant financing.

A car exploded in Odesa this morning — its 21 year old owner was killed, police reported.
The Security Service of Ukraine (SBU) has qualified the incident as a terrorist act and has already launched an investigation.
The Odesa media outlet "Dumskaya," citing sources, writes that the deceased was a member of the military. To blow up his car, explosives were used and activated remotely.

Among the 150 military personnel who returned from Russian captivity today, 18 had been illegally convicted by the Russians.
According to Ombudsman Dmytro Lubinets, overall the released individuals are in a difficult psychological state, and some have critically low body weight.

🇺🇦 🇪🇺 Deputy Head of the Office of the President Ihor Zhovkva stated that Ukraine expects a political decision regarding EU membership in 2027.

The meeting included representatives from EU member states, specifically Belgium, Estonia, Ireland, Germany, and France.

🇪🇪 Estonia will close nighttime traffic at two checkpoints on the border with the Russian Federation for three months, reports Estonian media outlet ERR.
The decision was made due to repeated incidents at the border — more resources are now needed for its protection.
Starting February 24, the "Luhamaa" and "Koidula" checkpoints will be closed to all types of transport during the night, while operating for 12 hours during the day.
▪️In October 2025, Estonia temporarily closed the "Saatse" crossing point due to an increased presence of Russian units near the border.

Restoration of the Darnytsia CHP in Kyiv will take at least two months, provided there are no new attacks. This was reported by the capital's mayor, Vitali Klitschko.

A US Navy destroyer shot down four drones (www.kyivpost.com/post/69563) using a high-energy laser, marking a major step toward laser weapons replacing missiles for close-range defense.

I saw that yesterday on twz.com:

https://www.twz.com/sea/uss-preble-used-helios-laser-to-zap-four-drones-in-expanding-testing

And it is indeed very promising. However, this is still the testing phase, and there have been challenges in scaling up the installation of these weapons. They are reportedly a bit temperamental, and many platforms (including aircraft and some smaller naval vessels) lack sufficient electrical capacity to meet their high power demand.

These are solvable engineering challenges, but it will take time and money to fix them.

Yep, currently (SWIDT) these devices.usually need lots of power generated close at hand something that's relatively easy to do on a large surface vessel but not yet easily achievable on smaller platforms.

It's also been a challenge to developing truck mounted laser weapons for use by ground forces.

Ben Hodges, the former commander of US Army forces in Europe, has some interesting thoughts on the German wargaming results that were in the news yesterday, and on the state of NATO in general.

https://www.telegraph.co.uk/gift/3384bc5bf51e7a1a

He's a bit skeptical that the German forces would be kept out of the fight so easily, as I was. Clearing some drone-dropped mines on a paved road is not a particularly challenging task for combat engineers. He's a bit of his commentary:

As I say, I believe the wargame is likely to have been well set-up. However I have considerable experience of the Nato and German military mindset, and I have much more faith than the scenario indicates that the German Bundeswehr forces in Lithuania, integrated with their Lithuanian allies, would in fact perform very well.

That said, I do believe that the Baltic nations need to be prepared, in a worst case scenario, for fighting without additional reinforcements for up to two weeks. If we are caught flat-footed (though this is a very unlikely scenario given modern intelligence assets monitoring Russian forces in the region) it would take that long to muster enough real land capability to get to and through the Corridor. So these nations need a total defence concept, similar to Finland, in which their whole societies can go to war rapidly if it’s needed.

A small Russian force could break Nato, it’s being said. As a US general, here’s my take

In a case where America was unable to act quickly, Europe would be wise to think about how it would defend itself

@MissConductUS how resistant are the energy generation facilities for the lasers to EMPs?

Anything built to military specifications must be EMP resistant, at least under US procurement rules. If the Russians are using EMP weapons in Europe, the gloves have truly come off, and drones will be the least of our problems.

Agreed..you folks have even got enormous rigs where it's possible to park entire 747s or even warships and zap them to check the EMP hardening...

If you think about it if your wartime job ultimately might involve flying a B-2, B-52 or F-35 chucking buckets of sunshine around you'd quite like your electricals and electronics to survive the effects of what you've just dropped, similar for the martime world.

Also agreed.....

Key Takeaways

  1. The Kremlin continues to reject any meaningful security guarantees that would protect Ukraine from complete diplomatic or military capitulation.
  2. The Russian military command is reportedly planning to deploy its likely limited strategic reserves to a planned Summer 2026 offensive in southern and/or eastern Ukraine. The Russian military likely lacks sufficient reserves to both adequately prepare for such an offensive and achieve the offensive’s objectives, however.
  3. Russian forces have been setting conditions for future offensive operations in the Slovyansk-Kramatorsk and Orikhiv-Zaporizhzhia City directions yet have been struggling to make significant advances in the area.
  4. Russian forces likely seized Hulyaipole – a town with a pre-war population of roughly 13,000 – after three months of fighting and are unlikely to make rapid advances beyond Hulyaipole without deprioritizing other areas of the frontline.
  5. SpaceX’s block on unregistered Starlink terminal operations in Ukraine is reportedly hindering Russian ground operations and tactical strikes.
  6. Unknown actors conducted an assassination attempt on Russian General Staff Main Intelligence Directorate (GRU) First Deputy Head Lieutenant General Vladimir Alekseyev in Moscow City on February 6.
  7. Ukrainian forces recently advanced near Borova. Russian forces recently advanced near Pokrovsk and Hulyaipole and in the Kostyantynivka-Druzhkivka tactical area.

Military exercises have demonstrated how vulnerable Europe could be to a potential Russian attack, the WSJ reports.
It was previously believed that Russia would not be able to pose a serious threat to NATO until 2029. However, there is now a growing consensus that such a crisis could arise much sooner — before Europe is fully capable of responding militarily.
According to the exercise scenarios, without American leadership Russia was able to achieve victory within a few days, undermining trust in NATO and establishing dominance over the Baltic states with just 15,000 troops.

Russia has been violating nuclear arms limitation agreements for years, so the US seeks a new treaty — Rubio
The US Secretary of State said Russia’s actions amount to violations of the New START (STO-3) treaty, effectively undermining the nuclear arms control system.
According to him, the United States cannot implement the treaty unilaterally, as Moscow stopped adhering to it back in 2023.
Rubio emphasized that Washington now faces two rivals — Russia and China, which is rapidly expanding its nuclear arsenal.
He outlined new principles for future arms control: multilateral agreements involving China, no concessions to violators, and modernization of US forces.
“Russia and China should not expect the United States to remain inactive while they evade their obligations. We will maintain a powerful and reliable nuclear deterrent,” the Secretary of State said.

❗️Air defense destroyed or suppressed 24 missiles and 382 UAVs overnight, — Air Force of the Armed Forces of Ukraine.

The US State Department has approved a possible sale of Class IX spare parts and related equipment to Ukraine worth an estimated $185 million under the Foreign Military Sales program, according to an official release.
The Defense Security Cooperation Agency has already submitted the required notification to Congress.
The package includes spare parts for the maintenance of vehicles and weapons systems supplied by the United States, as well as logistical and program support.
Washington says the decision will help Ukraine maintain high combat readiness, accelerate repairs, and reduce the cost of restoring equipment.
The State Department emphasized that the move aligns with US foreign policy and security interests, strengthening a partner that contributes to stability in Europe.
The sale will not change the regional military balance and will not affect US combat readiness.

In Russia, wage arrears more than doubled in 2025, Russian statistics reports.
Overdue wages in the Russian Federation increased 2.3 times over the year, reaching 2.077 billion rubles. By the end of 2025, 14,700 people had not received their salaries — 6,500 more than a year earlier.
In absolute terms, the growth in unpaid wages — 1.134 billion rubles — became the largest since 2016, when arrears reached 1.566 billion rubles. In relative terms, the increase of 127% marked the sharpest jump in 20 years of available statistics.
About 87% of unpaid salaries are linked to employers’ “lack of own funds.” This category rose by 98% over the year, reaching 1.763 billion rubles. The remaining 13% — 263.9 million rubles — concern state-sector workers. Nearly all of these arrears are tied to problems with regional budgets, accounting for 262.6 million rubles.
Experts attribute the rise in wage debts to the unstable financial position of many companies amid an economic slowdown. High interest rates have also limited access to short-term loans previously used to cover payroll obligations.
Delays in state-sector wages are mainly connected to regional financial difficulties. Last year, local budgets recorded a combined deficit of 1.5 trillion rubles — the highest since 2011.

🇪🇺 The EU has introduced its 20th sanctions package against the Russian Federation. It covers energy, financial services, and trade.
This includes a total ban on the maritime transport of Russian crude oil and restrictions against 43 vessels of Russia's shadow fleet.
The EU will also make it more difficult for Russia to acquire tankers for the shadow fleet and will introduce new restrictions on the technical maintenance of Russian vessels transporting liquefied natural gas.
Restrictions are also intended for 20 Russian banks, as well as cryptocurrency trading platforms that help Russia circumvent sanctions.
The EU will also restrict the export to Russia of several goods, including metals, chemicals, and critical minerals.

🇫🇮Finland has urged US officials not to describe future security guarantees for Ukraine as "Article 5 like."
This is stated in a US State Department diplomatic cable obtained by POLITICO.
Finnish Foreign Minister Elina Valtonen emphasized that Finland considers Russia a "long term strategic threat" and warned against a "weak" peace deal for Ukraine.

GRU General Vladimir Alekseev, who was shot in Moscow this morning, was a participant in negotiations on behalf of the Russian Federation regarding the withdrawal of Ukrainian military personnel from Azovstal. This was reported by the commander of the 1st Brigade of the NGU "Azov," Denys Prokopenko (Redis).
He stated that in May 2022 in Mariupol, the first deputy head of the GRU promised compliance with the Geneva Convention and normal conditions for Ukrainian prisoners.
However, according to Prokopenko, these promises turned out to be "worthless" — the regular torture of "Azov" prisoners, the lack of medical care, and starvation are proof of that.

The Russians launched over 400 drones and about 40 missiles at Ukraine. The primary target was the energy sector, reported President Volodymyr Zelenskyy.

Shouldn’t this kind of information be on a ‘need to know’ basis. Sounds like we’re inviting russia to invade Europe sooner rather than later.

They couldn't even manage to take Kyiv. Have their army and their economy improved dramatically since this time in 2022?

(Oh God, four years. Alas and alas, poor Ukraine: pity Ukraine. Destroyed for one man's failed ego-trip and stubborn refusal to admit to failure.)

DesdamonasHandkerchief · 07/02/2026 14:31

This is the hope I cling to @notimagain - the Russians being ‘not even the second best army in Ukraine’ trope. However it does worry me that Putin and Russians generally seem to have a far greater appetite for war than the rest of Europe, and having put their economy on a war footing they are better placed to indulge in warfare.
