https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-november-17-2025/

Key Takeaways

  1. Russian forces may be attempting to fix Ukrainian forces within Pokrovsk itself while also encircling Ukrainian forces in the Pokrovsk-Myrnohrad pocket from the west, likely because Russian forces have found such an encirclement more feasible than an encirclement from the east.
  2. Russian forces may attempt to use vehicles to transport troops, likely under the cover of fog, in order to speed up the clearing of Pokrovsk itself.
  3. Russia is reportedly continuing to struggle to replace its battlefield losses with new recruits.
  4. Saboteurs recently damaged at least two segments of a Polish railway on a route to Ukraine.
  5. France agreed to sell Ukraine weapons systems, such as fighter jets and air defense systems.
  6. Ukrainian forces recently advanced in Novopavlivka.

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-november-18-2025/

Key Takeaways

  1. Russian forces are struggling to focus on a single decisive objective in the Pokrovsk direction and instead continue simultaneous attempts to close the encirclement of the wider Pokrovsk-Myrnohrad pocket while also attacking within both towns.
  2. Russian forces are trying to employ their new offensive template in the Siversk and Slovyansk-Lyman directions to set conditions for an advance on Ukraine’s Fortress Belt from the northeast and east.
  3. Russian military commanders continue to order Russian forces to commit war crimes on the battlefield.
  4. Ukrainian forces reportedly conducted an ATACMS missile strike against military targets within Russia.
  5. Ukraine continues to collaborate with its European partners on the joint production of interceptor drones.
  6. Russian forces conducted a series of missile and drone strikes against Ukraine on the night of November 15 to 16 that appeared to target the regional headquarters of major Ukrainian broadcasters.
  7. Polish officials attributed the recent sabotage attacks against a Polish railway to Russian security services.
  8. Ukrainian forces recently advanced in western Zaporizhia Oblast. Russian forces recently advanced in Pokrovsk and in the Dobropillya tactical area.

Editorial: Zelensky can fix this crisis — but he has to change how he leads
(kyivindependent.com/editorial-zelenskys-leadership-crisis-is-threatening-ukraine/)
Ukraine's President Volodymyr Zelensky is facing the second-biggest test of his presidency — and it may prove even trickier than leading the country's resistance against Russia.
But it is this challenge that will determine whether he goes down in history as simply a brave man or a principled leader truly worthy of this country.
A recent corruption scandal in the country's energy sector — the largest of Zelensky's tenure — and very worrying front-line developments have highlighted weaknesses in a system of leadership that greedily concentrates power, tolerates no criticism, and excuses incompetence in favor of loyalty.

❗️The death toll from the Russian strike in Ternopil has risen to 25, according to the Ministry of Internal Affairs. Another 73 people were injured.

The European Commission proposes three ways to use proceeds from frozen Russian assets to support Ukraine — Reuters.
A letter sent to EU member states by EC President Ursula von der Leyen suggests that the Russian-Ukrainian war could end in 2026.
However, the financial gap in support for Ukraine in 2026–2027 remains “very significant.”
On November 13, the EC transferred the last €4.1 billion to Ukraine under the ERA Loans program, which is repaid using proceeds from frozen Russian assets. This program is now fully exhausted.
An additional €1.9 billion has been allocated under the Ukraine Facility mechanism.
Von der Leyen urged EU countries to make a decision before the December 18–19 summit, noting that the proposed schemes could serve as temporary solutions until the approval of the EU budget for 2028–2034.
The proposals include providing Ukraine with grants or a loan with limited recourse, in which risks would be shared among all EU countries.
Such a loan could be backed by EU borrowing.
The third option is a limited-recourse loan tied to proceeds generated from frozen Russian assets.

Drones have ended trench warfare in Ukraine, according to Politico.
The publication reports that solid trench lines have vanished, replaced by a deadly “gray zone” up to 20 kilometers wide, dominated by drones. Ukrainian officers describe it as a “drone-on-drone war.” The constant presence of drones means that if a unit is detected, “every weapon in the area will immediately rush to destroy you,” making it extremely difficult to hold positions.
One major consequence is the near-total collapse of logistics. Drones make rotations and resupply nearly impossible: vehicles cannot approach within 5–6 kilometers, forcing soldiers to cover the rest on foot while hiding from FPV cameras. This has severely affected morale, and infantrymen who have been in trenches for months are not returning.
The situation for the wounded is also critical. High risks have forced medical stations to move farther away, delaying evacuations by days or weeks. Combat medics rely on telemedicine, instructing soldiers to apply tourniquets via drone footage.
Analysts warn that Russia is systematically expanding the “death zone,” targeting gaps in cover. Experts say the shortage of personnel on the front lines and communication breakdowns are creating a “recipe for slow compression” of the front, allowing Russia to gradually advance.

❗️The Russian Federation has already forcibly mobilized 46,327 Ukrainians in the temporarily occupied territories, the secretary of the Coordination Headquarters said.
This is the number now fighting against us: more than 5,000 citizens from the Donetsk region, more than 4,500 from the Luhansk region, more than 35,000 from Crimea, 560 from the Zaporizhzhia region, and 478 from the Kherson region. These figures have been confirmed by the Russian side, Usov reported.
The representative of the Coordination Headquarters added that the aggressor continues mobilization and is not stopping.

🇺🇸 The US State Department has approved the sale of a $105 million maintenance and modernization package for Ukrainian Patriot air defense systems.
The package includes modernization of M901 launchers to the M903 configuration, lists of installed equipment and authorized stock for ground support, necessary services, support equipment, spare parts, training, accessories, and other related logistics and program support.

Ukraine will receive its first Skyranger 35 anti-aircraft gun based on the Leopard 1 tank.
Rheinmetall CEO Armin Papperger announced that the German defense company plans to begin deliveries of Skyranger 35 guns on the Leopard 1 chassis to Ukraine. According to him, the first gun will arrive next week.

Spain’s aid to Ukraine this year will total around one billion euros, Spanish Foreign Minister José Manuel Álvarez said.
He emphasized that Spain supports Ukraine’s EU accession and the establishment of a special tribunal to prosecute Russian officials responsible for the crime of aggression.
A significant part of this support will be used to purchase American weapons through the PURL mechanism.
Spain will also finance the delivery of essential equipment, including generators, to help support Ukraine’s power grid before winter.

Spain will contribute €100 million to the PURL program for the purchase of air defense missiles, as well as more than €200 million under the SAFE program for joint defense work with Ukraine.
During President Zelenskyy’s visit to Madrid, Ukraine and Spain signed five documents in the areas of military cooperation, tourism, agriculture, and countering Russian disinformation.
Among them were a letter of intent to sign an agreement on technical and financial cooperation, and a Memorandum of Understanding on industrial cooperation in the field of security and defense between the Spanish companies Escribano and Tecnova and the Ukrainian company Praktika.

Russia launched a massive strike on Ukraine overnight. The enemy used a swarm of drones, Kalibr missiles, and Kinzhal missiles, targeting the country’s energy sector.
▫️Ternopil. A high-rise building was severely damaged. A large fire broke out, with thick smoke over the area.

The refinery has also suspended sales of petroleum products on the St. Petersburg International Commodity Exchange since November 15.

Azerbaijan refused to extradite a Russian agent suspected of coordinating terrorist attacks on DHL warehouses in Europe in 2024.
According to The Washington Post, the suspect is Russian citizen Yaroslav Mikhailov, who used a fake passport to flee to Azerbaijan.
Sources in Western intelligence agencies note Mikhailov’s importance to the Kremlin. This is evidenced by the fact that the heads of three Russian intelligence services — the FSB, the SVR, and the GRU — tried to pressure Baku to extradite him to Russia and reject Poland’s request.
Meanwhile, Poland, the United Kingdom, Ukraine, and Lithuania worked to prevent his return to Russia. The publication reports that Interpol, at Warsaw’s request, issued a secret arrest warrant for Mikhailov for terrorist operations he carried out on behalf of Russian intelligence.
Azerbaijan rejected all requests regarding Mikhailov. As a result, he spent most of last year in limbo: formally not detained, but under surveillance and banned from leaving the country.
Yaroslav Mikhailov is a native of Donetsk, Rostov Oblast. In the 2010s, he worked for a local berry company, Donecorbik.
In 2015, he visited Ukraine several times, including occupied Luhansk Oblast and Kharkiv Oblast. In January 2016, he obtained a Ukrainian passport — later revealed to be fake — under the name Daniil Vladimirovich Gromov.

🪖Russia has forcibly mobilized more than 46,000 Ukrainians from temporarily occupied territories.
According to Coordination Staff secretary Dmytro Usov, Russia has conscripted residents from the following regions:
🔴Donetsk region — 5,368 Ukrainians
🔴Luhansk region — 4,650
🔴Zaporizhzhia region — 560
🔴Kherson region — 478
🔴Crimea — 35,272, including 5,368 from Sevastopol alone
It is also known that 16 percent of prisoners held in Ukrainian POW camps are Ukrainian citizens, and 6 percent of them are Crimean residents.
Russia has imposed a forced mobilization quota for each occupied region. On 2 November, the deputy commander of the 3rd Army Corps, Dmytro Kukharchuk, said Russian forces plan to mobilize an additional 50,000 to 100,000 men in Luhansk region.

🇵🇱 Poland is closing Russia’s last remaining consulate because of the railway sabotage. The consulate is located in Gdańsk.
Poland has three Russian consulates general — in Poznań, Kraków and Gdańsk. The first two were already shut down in response to previous suspected sabotage attempts linked to Russia, including the arson attack on a shopping mall in Warsaw in May and the fire at a paint-and-varnish factory in Wrocław in October 2024.
Polish Foreign Minister Radosław Sikorski called last weekend’s railway explosion “an act of state terrorism” by Russia.
He urged other EU countries to restrict the movement of two thousand Russian diplomats, saying they may be involved in intelligence operations.
📌 What is known about the railway sabotage in Poland:
▪️ The saboteurs blew up a railway line between Warsaw and Lublin on 16 November. This route is critical for delivering aid to Ukraine. Prime Minister Donald Tusk called the incident “an unprecedented act of sabotage against Poland’s security.” Warsaw initially suspected Russia.
▪️ But Tusk later said two Ukrainian citizens are now the main suspects. They allegedly cooperated with Russian intelligence services. Both, according to him, entered Poland from Belarus.

The big issue is what are these vessels doing.

In other words, make Ukraine so weak that Putin can come back for the rest, whenever he wants.

Donald Trump seems to be advocating for the Russians - why? - and Europe is far too weak to stand up to him.

ReleaseTheDucksOfWar · 20/11/2025 10:02

well, Putin knows how to play Trump like a fiddle - narcissists are easy to manipulate if you have the right tools.

Europe doesn't have the political will to stand up to Putin decisively no. Or even do something about the traitors in its own ranks.

I will say though that while Putin has been successful in many ways, he profoundly miscalculated Ukraine's resistance to him and he may well overreach himself now too if he invades Estonia or Latvia.

Poland is a bear that is waking up rather fast and Germany is also waking up.

The Ukrainian Air Force confirmed that the strike on a residential high-rise in Ternopil was carried out by a Kh-101 missile launched from a Russian strategic bomber.
“According to reliable information, which has been repeatedly shared with partners, the Russian Kh-101 cruise missile contains components and assemblies manufactured by companies from the United States, China, Taiwan, Germany, the Netherlands, and other countries,” the Armed Forces stated.

The British mobile anti-aircraft system Terrahawk Paladin, equipped with a 30 mm Bushmaster II cannon, is now in service with the Ukrainian Armed Forces.

Rescuers and police will work through the night at the affected areas in Ternopil. There is a lot of work ahead. The main goal is to find everyone who may be under the rubble. As of the evening, 26 people from the destroyed building are reported missing, including three children. Search operations continue, Interior Minister Ihor Klymenko said.
“Twenty-six people have been confirmed dead from the Russian strike. Almost a hundred are injured. In the building where two entrances burned down to the ground, no apartments survived. I walked between the burnt walls. It was a terrible feeling. Each apartment held a whole life that Russia destroyed in an instant.
The flames spread instantly and covered the building. People tried to jump out of windows in terror, and rescuers evacuated them using high-altitude equipment. Unfortunately, 19 people died in the fire.
There is a lot of pain and despair among people left without homes. I discussed the situation with local authorities, and everyone will be provided with shelter. Along with the pain, there is great strength in those who are rescuing. I am grateful to everyone.
We are searching for every person under the rubble. We will not stop until we do everything possible for those who are waiting for their loved ones.”

The German cabinet has approved a bill allowing the army to shoot down drones and enabling the police to use equipment to counter UAVs, DW reports.
The bill was presented on Wednesday, November 19, by Interior Minister Alexander Dobrindt. According to him, this “important law” is intended to protect against espionage and sabotage. Under the proposal, police in each federal state will remain responsible for countering drones detected in their area. Airports and train stations will continue to fall under the jurisdiction of the federal police.
The law will also allow the army to assist the police in combating drones upon request. Government spokesperson Stefan Cornelius noted that the Bundeswehr should be involved “only as a last resort,” for example, to prevent disasters or attacks on critical infrastructure.
The bill also provides for the establishment of a joint center for drone protection, to be created by the federal government together with state authorities, and introduces significant fines for unauthorized entry into airport territory.
In early October, Minister Dobrindt announced the creation of a federal police unit dedicated to drone countermeasures. “In this area, cooperation will be carried out with Israel and Ukraine, as well as with our European partners and the European Commission,” he said.

The US has privately urged Zelensky to accept a proposed peace framework that would end the war with Russia by requiring Ukraine to cede some territory, relinquish certain weapons, and reduce the size of its military — Reuters

A senior UA official dismissed the purported US-Russia peace blueprint (www.kyivpost.com/post/64561) as a “maximalist Kremlin fantasy” — a wish list Moscow uses to test Western nerves.
Other Trump administration officials declined to confirm or deny to Kyiv Post whether such a plan had ever been drafted, let alone circulated.

Zelensky–Witkoff meeting in Ankara reportedly collapsed over peace plan disagreements — Axios
According to a US official, Witkoff intended to hold a trilateral meeting with Zelensky and Turkish Foreign Minister.
However, the meeting was postponed once it became clear that Zelensky had no interest in discussing the US-backed plan.
Instead, Zelensky arrived in Ankara with a separate peace framework developed alongside European partners — a plan the American official claims “Russia would never accept.”

A brutal Russian missile blitz wiped out homes in Ternopil, killing 26 civilians — including two children.
Rescuers are racing to reach 22 more feared buried alive (www.kyivpost.com/post/64586) under the rubble after the nighttime strike.

Live: Ukraine Telegram Highlights

🇺🇸 Trump has approved a “peace plan” between Russia and Ukraine consisting of 28 points, NBC News reports, citing sources.
According to the outlet, the document was drafted over several weeks together with Russian envoy Kirill Dmitriev. Ukraine was not included in the process.
The plan is said to be based on “security guarantees” for both sides, but no substantive details have been disclosed.
Those involved in drafting the document reportedly include Trump’s special envoy Steve Witkoff, U.S. Vice President J.D. Vance, Secretary of State Marco Rubio, and Trump’s son-in-law Jared Kushner.
Ukraine, according to the report, received only a broad outline of the plan and had no ability to influence its content.
Ukrainian officials told NBC that the timing of the plan is not accidental — the ongoing corruption scandal may create a moment of vulnerability that Russia seeks to exploit.

❗️ ❗️The Trump administration and Russian officials have drafted a 28-point plan to end the war that includes major concessions from Kyiv, including giving up the remaining control of eastern Donbas and halving the size of Ukraine’s Armed Forces, the Financial Times reports.
The U.S. administration has urged Zelensky to accept the plan.
It also envisions restrictions on key types of weapons, a reduction of U.S. military aid, recognition of the Russian language as a state language, and official status for the local branch of the Russian Orthodox Church.
The document, still under development, is described as very vague and highly favourable to Putin.

A Russian intelligence ship “Yantar” blinded a British aircraft with a laser while the plane was monitoring its activity.
The vessel directed a laser at a British P-8A Poseidon patrol aircraft in waters near Scotland. The UK defence secretary said that such lasers can blind pilots or cause permanent eye damage, and using them in this context is considered a hostile act.
This is the second time this year that a Russian vessel has entered UK territorial waters.
The defence secretary added that the UK has “ready military response options in case Yantar changes course.”
“My message to Russia and to Putin is this: we see you. We know what you are doing. And if Yantar heads south this week, we are prepared,” he said.
Yantar entered service in 2015 for Russia’s Main Directorate of Deep-Sea Research and is used for intelligence gathering and mapping underwater cables.

🇿🇦 The daughter of South Africa’s former president recruited Africans to fight in Russia’s war against Ukraine.
Duduzile Zuma — a member of South Africa’s parliament and daughter of ex-president Jacob Zuma — recruited young men from South Africa and Botswana to serve in the Russian army.
In July, 18 people travelled to Russia. Duduzile convinced them that they were going for security-guard training for her father’s political party. The men signed contracts written in Russian, and were later sent to the front lines in Ukraine.
Families of the recruits lost contact with them in August. Despite Duduzile’s assurances that they would not be deployed to the front, relatives say she stopped responding to calls and messages once they began asking about the men’s whereabouts.
South African president Cyril Ramaphosa has ordered an investigation. In a letter to Russia’s defence minister, Jacob Zuma also requested that the 18 young men be returned from the combat zone.
Duduzile Zuma has long expressed open support for Russia on social media, posting photos with Putin and criticising President Ramaphosa.

🇳🇴 Norway will provide Ukraine with an additional 46 million dollars in humanitarian aid.
This funding comes on top of the 11.8 million dollars Norway previously allocated to support Ukraine’s food security.
The new funds will go toward frontline protection and humanitarian assistance, evacuation support, and aid for displaced people.
Earlier in November, Norway announced plans to allocate 7 billion dollars in 2026 for Ukraine’s defense needs. Ukraine and Norway have also signed an agreement to establish a joint defense enterprise in Ukraine.

well, Putin knows how to play Trump like a fiddle - narcissists are easy to manipulate if you have the right tools.

My own opinion is Putin has something on Trump or Trump is a Russian stooge, its the only explanation.

Nothing else explains why a POTUS would take the side of the Russians, against not only the Ukrainians but also their European Allies.

I think so too.

I think it was Kruschev said "We will destroy you from within" to the Americans.

There have been rumours swirling for years that Putin had a degree of influence the first time Trump was elected. Those are rumours but it seems not unlikely, given that Russian interference in other democracies' elections is confirmed. The extreme polarization of politics in the US, where it seems people from either party would rather cosy up to the US's worst enemies than to people from the other party, make it easier for any malign interference.

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-november-19-2025/

Key Takeaways

  1. Russia killed at least 26 Ukrainian civilians and injured at least 139 on the night of November 18 to 19 during its combined missile and drone strikes that disproportionately impacted civilian areas.
  2. US and Russian officials reportedly drafted a 28-point peace plan that amounts to Ukraine’s full capitulation and would set conditions for renewed Russian aggression against Ukraine.
  3. The reported proposed peace plan would deprive Ukraine of critical defensive positions and capabilities necessary to defend against future Russian aggression, apparently in exchange for nothing.
  4. This reported peace plan is fundamentally the same as Russia’s 2022 Istanbul demands, which Russia presented to Ukraine when the circumstances on the battlefield appeared to favor Russia more heavily.
  5. Russia’s long-held demands are dependent on the false premise that a Russian battlefield victory is inevitable.
  6. Ukraine’s interdiction efforts are preventing Russian forces from using vehicles and concentrating manpower in Pokrovsk and are likely slowing down Russia’s rate of advance within the town.
  7. Russian forces recently advanced near Borova and Hulyaipole.
