Key Takeaways:

  • The Russian Ministry of Foreign Affairs (MFA) continues to spell out Russian President Vladimir Putin's rejection of a meeting with Ukrainian President Volodymyr Zelensky on US President Donald Trump's preferred timeline.
  • The Russian MFA's statement that Lavrov is not undermining the peace process because Lavrov is executing Putin's foreign policy directives is an accurate assertion that Putin himself is the impediment to the peace process.

  • Trump expressed frustration with the current state of peace negotiations to end the war in Ukraine.
  • Ukrainian long-range strikes campaign targeting Russian oil refineries, Western sanctions, and struggling refinery modernization efforts in tandem are impacting Russia's fuel reserves and could threaten oil revenues.
  • The Kremlin is likely escalating its hybrid campaign involving GPS and communications jamming against NATO states bordering Russia.
  • A former Russian servicemember confirmed ISW's assessment that echelons of the Russian military command on the battlefield are actively ordering subordinates to execute Ukrainian prisoners of war (POWs).

Key Takeaways:

  • Russian Foreign Minister Sergei Lavrov used an English-language interview with a US outlet to reiterate the Kremlin's explicit rejection of US-proposed initiatives for peace in Ukraine.
  • Lavrov continued efforts to mischaracterize Ukrainian President Volodymyr Zelensky as the impediment to an enduring peace in Ukraine, in order to distract from the Kremlin's own unwillingness to compromise or engage in negotiations on US President Donald Trump's proposed timeline.
  • Lavrov denied that Russia violated past international treaties prohibiting Russia from invading Ukraine and rejected Western-backed security guarantees for Ukraine in the future.
  • Ukrainian forces struck Russian energy infrastructure in Leningrad and Samara oblasts on the night of August 23 to 24.
  • Ukraine's Western partners continue to provide military aid to Ukraine, including through the purchase of US weapons.
  • Ukraine and Russia conducted another prisoner exchange that included a limited number of Ukrainian journalists and government officials on August 24.
  • Ukrainian forces recently advanced near Pokrovsk, and Russian forces recently advanced in northern Kharkiv Oblast.

Woody Allen? Bloody hell. Weird thing for him to be doing but I guess he lost the plot a few times along the way.

Igotjelly · 25/08/2025 10:25

Woody has done some questionable things over the years but this has to be up there.

United 24 Media:

⚡️ Norway and Germany will finance the purchase of two Patriot systems for Ukraine, the Norwegian government announced.

The systems are currently in Germany and will be transferred to Ukraine as soon as possible.

The United States has confirmed it will replace the donated systems, while Norway has pledged financial assistance for their restoration.

🔹 President Zelenskyy awarded Keith Kellogg the Order of Merit, 1st Class, and Trump’s spiritual mentor Mark Burns the Order of Merit, 3rd Class.

🔸 Canada will provide over $1 billion in drones, ammunition, and armored vehicles to Ukraine, Prime Minister Mark Carney announced.

“At the G7 summit in June, Canada pledged an additional $2 billion in military aid. Today, I am proud to announce that over $1 billion of that will be used to strengthen your arsenal — with drones, ammunition, and armored vehicles arriving next month,” he said.

🔥 The General Staff of the Armed Forces of Ukraine confirmed damage to the oil refinery in Syzran.

The facility can process up to 8.5 million tons of oil per year, which is about 3.08% of the total oil refining volume in the Russian Federation.

The plant specializes in producing gasoline, diesel fuel, aviation kerosene, and other petroleum products supplied to the Russian Armed Forces.

🔹 President Zelenskyy: Today, our people are returning home — soldiers of the Armed Forces, the National Guard, the State Border Service, and civilians. Most of them have been in captivity since 2022.

We are bringing home journalist Dmytro Khylyuk, who was kidnapped in the Kyiv region in March 2022. Finally, he is home, in Ukraine.

The exchanges continue. This is possible thanks to our soldiers who replenish the exchange fund, our team that works every day, and our partners who assist. I thank the UAE for its help, and everyone whose work makes it possible for our people to return.

🤦‍♂️Ukraine has the right to exist, provided that it releases people who decided in referendums that they belong to Russian culture, Russian Foreign Minister Sergey Lavrov said in an interview with NBC News.

▫️ The meeting between Putin and Zelenskyy was not discussed during the summit in Alaska; the topic was raised later.
▫️ Russia recognizes Zelenskyy as the “de facto head of the Kyiv regime” and is ready to meet with him in this status, but according to the Russian Constitution, “he is illegitimate.”
▫️ Putin is ready to meet with Zelenskyy if there is a presidential agenda. It is important, however, that the person signing documents is considered legitimate.
▫️ The presence of foreign capital in weapons-producing enterprises in Ukraine does not grant them immunity.
▫️ Russia is ready to continue direct negotiations with Ukraine; Putin told Trump about this during a phone conversation.
▫️ There must be consensus on security guarantees for Kyiv that take into account Moscow’s basic interests.

🇨🇦 Canadian Prime Minister says joint drone production with Ukraine is already underway.

Ukraine and Canada are launching joint drone production. Canadian Prime Minister Mark Carney announced this during a press conference in Kyiv on August 24, emphasizing that the work has already begun and is accompanied by purchases of drones from other sources.

🔹 Ukraine, together with Canada, is developing mental health programs for the military and working on the creation of mobile prosthetics complexes. In addition, the two sides agreed to establish veteran spaces in the regions, Prime Minister of Ukraine Yuliia Svyrydenko said.

She also emphasized the importance of increasing sanctions pressure on Russia. According to her, sanctions have already cost the aggressor country more than $160 billion, but this is not enough, as Moscow continues to produce missiles and drones.

The Prime Minister stressed that coordination between partners makes sanctions effective. She recalled that Ukraine has already synchronized sanctions with Canada, and mutual agreement on new restrictions is expected in the near future. The issue also concerns extending sanctions to companies that indirectly cooperate with Russia.

🔸 Ukraine needs security guarantees very close to those provided by NATO membership, German Foreign Minister Johann Wadephul said.

Kyiv requires a wide range of guarantor states. The list of countries that will provide security guarantees to Ukraine should not be limited to Europe. The most important task is to include the United States.

In total, according to the Foreign Minister, about 30 states have agreed to support Ukraine, including Japan.

“We cannot demand that Ukraine seriously consider the cession of territories if it does not, at a minimum, receive security guarantees from as many states as possible, ensuring that at least the rest of the country will be safe,” Wadephul emphasized.

🔹 Prime Minister of Ukraine Yuliia Svyrydenko held a meeting with U.S. President’s Special Representative Keith Kellogg. The key topics were security guarantees for Ukraine and the exploitation of strategic resources that Russia is trying to access in the occupied territories.

“We talked about the need for real security guarantees based on the UN Charter and the principles of respect for our sovereignty. This is not only about the military component, but also about the political stability and economic capacity of the state,” Svyrydenko said.

Separately, she drew attention to the issue of critical minerals and industrial facilities that Russia is trying to exploit in the occupied territories:

“It is unacceptable for their extraction or trade to receive any legalization.”

🔸 The United Kingdom will continue the Interflex training program for Ukrainian military personnel until the end of 2026.

The British Ministry of Defense noted that the training will be adapted to the needs of the Ukrainian army.

The Interflex program began in June 2022, and more than 50,000 recruits have already completed it.

🔹 Ukraine has unveiled a new missile, the Long Neptune, for the first time.

It is a modified version of the R-360 Neptune cruise missile, capable of striking targets at a distance of up to 1,000 kilometers.

🔸 Oil prices rose slightly on Monday after Ukraine intensified attacks on Russian energy facilities, Reuters reported.

The agency noted that the strikes have raised concerns about possible disruptions to Russian oil supplies, while expectations of lower U.S. interest rates have improved the outlook for global growth and fuel demand.

Brent crude futures rose 6 cents, or 0.09%, to $67.79 a barrel, while West Texas Intermediate (WTI) crude futures gained 9 cents, or 0.14%, to $63.75 a barrel.

On Sunday, Ukraine launched a drone attack on Russia, causing a large fire at a fuel export terminal in Ust-Luga. Meanwhile, a fire at the Novoshakhtinsk oil refinery, also caused by a Ukrainian drone strike, continued for a fourth day. The refinery, which mainly produces fuel for export, has an annual capacity of 5 million metric tons of oil — about 100,000 barrels per day.

“Given Ukraine’s success in striking Russian oil infrastructure... risks to crude oil are shifting to the upside,” said Tony Sycamore, market analyst at IG.

🔹“There is nothing more absurd than a lecture on legitimacy from a person who has been sitting in his chair for 21 years, serving someone who has been in power for over 25 years. He has no right to talk about legitimacy. Such delusional statements show that Russia is rejecting peace efforts,” said Ukrainian Foreign Minister Andrii Sybiha in response to remarks by Russian Foreign Minister Sergey Lavrov.

🇺🇸 Trump congratulated Ukrainians on Independence Day.

“The people of Ukraine have an unbreakable spirit, and your nation’s courage inspires many. As you mark this important day, know that the United States respects your struggle, honors your sacrifices, and believes in your future as an independent nation,” the U.S. president wrote in a letter to Zelenskyy.

He added that the U.S. supports the negotiation process aimed at achieving a strong and lasting peace that will end the bloodshed and “preserve Ukraine’s sovereignty and dignity.”

🇳🇴 Norway is allocating around 7 billion kroner (about $695.7 million) for Ukraine’s air defense.

The systems will be supplied from Germany to Ukraine.

⚡️ U.S. Special Representative for Ukraine Keith Kellogg has arrived in Kyiv.

He is taking part in the Independence Day celebrations on Sofiia Square.

🤡 Self-proclaimed president of Belarus Alexander Lukashenko has congratulated the people of Ukraine on Independence Day.

“From the bottom of my heart, I wish the citizens of Ukraine to find their own answer to today’s challenges, and for your multinational country — peaceful skies, solidarity, and truly independent development.”

🇺🇸 Since late spring, the Pentagon has been blocking Ukraine from carrying out long-range strikes on Russian territory, reports the Wall Street Journal, citing government sources.

The veto was imposed as the White House sought to nudge the Kremlin toward peace talks. Two sources said that at least once Ukraine attempted to use ATACMS against a target inside Russia but was denied permission.

Elbridge Colby, U.S. Deputy Secretary of Defense for Policy, developed a review mechanism for Ukraine’s requests to use American-made long-range weapons, as well as systems provided by European partners that rely on U.S. intelligence and components.

Under this mechanism, Defense Secretary Pete Hegseth has the final say on whether Ukraine can use ATACMS, which have a range of up to 300 km, to strike Russian territory.

In mid-August, the White House approved the sale of 3,350 ERAM extended-range missiles, expected to arrive in Ukraine in about six weeks. The $850 million arms package is largely financed by European countries.

Several U.S. officials confirmed that Ukraine will also need Pentagon approval to use the ERAM system, which has a range of 250–450 km.

⚡️⚡️ Ukraine has carried out a prisoner exchange with Russia.

According to President Volodymyr Zelensky, Ukrainian soldiers from the Armed Forces, National Guard, State Border Guard Service, as well as civilians, have returned home. Most of them had been held in captivity since 2022.

Zelensky also confirmed the release of UNIAN journalist Dmytro Khilyuk, who was abducted in Kyiv region in March 2022.

❗️Ukrainian Defense Forces have liberated Novomykhailivka in Donetsk region.

The successful offensive operation was carried out by the Active Operations Department of Ukraine’s Defense Intelligence, including the “Artan” unit, together with the 2nd Assault Battalion of the 3rd Assault Brigade. Ukrainian forces drove out the occupiers and regained control over the settlement.

Russian troops lost roughly a company of personnel and were forced to redeploy reserves from other parts of the frontline.

🇬🇧🇺🇦 The UK will extend its training program for Ukrainian troops until the end of 2026.

This refers to Operation Interflex, launched by Britain in June 2022. More than 50,000 Ukrainian recruits have already completed the program.

🇺🇦🇨🇦 Ukraine and Canada have signed several defense agreements.

Presidents Volodymyr Zelensky and Mark Carney signed an Action Plan to implement the Security Cooperation Agreement. The plan covers military training, strengthening defense capabilities, intelligence sharing, cybersecurity, and combating terrorism and hybrid threats.

Defense Ministers Denys Shmyhal and David McGuinty also signed a Letter of Intent confirming Canada’s plans to finance joint production of Ukraine-origin defense equipment in both Canada and Ukraine.

🇭🇺 The Hungarian foreign minister urged Zelensky to “stop threatening Hungary” after the Ukrainian president said the existence of the “Druzhba” oil pipeline depends on Hungary’s stance.

At a press conference marking Ukraine’s Independence Day, a journalist asked Zelensky whether Ukraine had gained more leverage over Viktor Orbán following strikes on the Druzhba pipeline.

“We have always supported friendship between Ukraine and Hungary, and now the existence of ‘Druzhba’ depends on Hungary’s position,” the president replied.

Szijjártó, however, did not take it as a joke: he claimed Zelensky had “used Ukraine’s national holiday to threaten Hungary” and accused Kyiv of carrying out serious attacks on Hungary’s energy supply.

Ukraine’s foreign minister quickly hit back:

“You don’t need to tell the president of Ukraine what to do or say. He is the president of Ukraine, not of Hungary. Hungary’s energy security is in your own hands. Diversify and free yourselves from Russia, like the rest of Europe.”

🇳🇴🇩🇪 Norwegian Prime Minister Jonas Gahr Støre and German Vice Chancellor Lars Klingbeil arrived in Kyiv.

“Putin must have no illusions that Germany’s support for Ukraine could disappear. On the contrary: we remain the world’s second-largest supporter of Ukraine and the biggest in Europe,” Klingbeil said.

🇨🇳 China will not send its peacekeepers to Ukraine.

This was stated by Chinese Foreign Ministry spokesperson Guo Jiakun.

▪️ The comment came in response to a report in the German newspaper Welt. On August 23, citing European diplomats, the outlet wrote that China had expressed willingness to join peacekeeping forces in Ukraine — but only under a UN mandate.

🔹 American director Woody Allen took part in the Moscow Film Festival via video link — Ukraine’s Foreign Ministry called it a disgrace.

The 89-year-old filmmaker said during his address that he had “always loved Russian cinema.” The “discussion” was moderated by actor and United Russia party member Fyodor Bondarchuk.

Allen’s participation sparked a wave of criticism. Social media users asked: “Why the hell does he need this?” and “Does he really want to be remembered as the star guest of the aggressor?”

Ukraine’s Foreign Ministry stated that Allen’s appearance is an insult to the memory of Ukrainian actors and filmmakers who were killed or injured by Russian war crimes.

🇳🇴🇺🇦 Norway plans to allocate $8.5 billion in aid to Ukraine in 2026.

Prime Minister Jonas Gahr Støre announced this during his visit to Kyiv.

“Today I declared that support for Ukraine in 2025 will also be extended into 2026. This includes $8.45 billion. I will propose to parliament that this amount be allocated,” he said.

🔸 U.S. Vice President Vance called Zaluzhny after the clash with Zelensky in the White House to explore an alternative to the Ukrainian president, but Zaluzhny refused to take the call, — The Guardian.

“Many of his supporters didn’t understand why he did it. But it was his principled stance: Ukraine had been humiliated, and we must remain united,” a source told the outlet.

🇵🇱 Polish President Karol Nawrocki has vetoed a law concerning aid to Ukrainians fleeing the war.

Polish Deputy Prime Minister Krzysztof Gawkowski criticized Nawrocki’s decision:

“With this veto, Karol Nawrocki is cutting off Ukraine from the internet, as de facto this means blocking the law on assistance to Ukrainian citizens. This is the end of Starlink internet that Poland provides to war-torn Ukraine. It also marks the end of support for storing Ukrainian government data in a safe location,” he emphasized.

🔹 Russian forces carried out five airstrikes on Kostyantynivka in Donetsk region.

The enemy attacked the city’s civilian infrastructure with FAB-250 guided bombs. Four civilians were injured in the strikes.

An educational institution, a bank, a service center, apartment buildings, and two power lines were damaged in the attack.

Nawrocki stressed that social support should go to those working in Poland, with Poles remaining the priority in their own country.

🔸 German Vice Chancellor Lars Klingbeil urged “reliable security guarantees” for Ukraine once the conflict with Russia ends, as he arrived for a visit in Kyiv.

🔹 Norway will allocate $8.4 billion to support Ukraine in 2025 and 2026, the country’s Prime Minister announced during his visit to Kyiv.

Earlier, Zelensky ironically suggested that the recent strikes on the pipeline may have been linked to Hungary’s stance on Ukraine’s EU accession.

🔸Poland can no longer fund Starlink for Ukraine after President Nawrocki vetoed the aid law.

Minister of Digital Affairs Gawkowski called the move a “gift for Putinʼs forces,” warning that cutting Ukraine off from critical services serves the aggressor’s interests.

Key Takeaways:

  • Ukrainian forces continue to pressure the Russian penetration east and northeast of Dobropillya.
  • The Russian military command has reportedly given up efforts to exploit the penetration toward Dobropillya, after Russia's infiltration tactics appear to have been unsuccessful in establishing enduring positions within this penetration.
  • Russian Prosecutor General Igor Krasnov is likely to become the Chairperson of the Russian Supreme Court, reportedly after Investigative Committee (Sledkom) Chairperson Alexander Bastrykin refused the Kremlin's offer to assume this position.
  • Russian authorities recently detained Acting Kursk Oblast Vice Governor Vladimir Bazarov, likely as part of the Kremlin’s continued efforts to scapegoat local officials for Russian border security failures.
  • Ukraine’s Western partners continue to provide military aid to Ukraine, including through the purchase of US weapons and joint production ventures.
  • Ukrainian forces recently advanced in northern Sumy Oblast and near Lyman and Pokrovsk. Russian forces recently advanced near Kupyansk, Lyman, Toretsk, Novopavlivka, and Velykomykhailivka and in western Zaporizhia Oblast.

In the last year, Ukraine's government has accelerated efforts to paint the country as a bankable foreign investment destination to help with its $524 billion recovery needs — but it’s overlooking smaller investors in favor of the financial elite.
Most of the advertised projects, like industrial parks and energy facilities, are geared towards cash-rich companies and international financial institutions (IFIs) that can take on bigger risks. Smaller foreign investors and businesses are largely left out of the equation.
As a result, they are fighting an uphill battle to secure capital and want greater government support to set up shop in Ukraine.

Ukraine has handed over documents on the drone deal to the United States, Ukrainian Defense Minister Denys Shmyhal said after a meeting with U.S. Special Envoy Keith Kellogg.

Estonia supports providing Ukraine with security guarantees similar to Article 5 of the NATO Charter, Estonian Foreign Minister Margus Tsahkna said.

“Decisions on negotiation clusters with the EU are expected in September. It is important that Ukraine and Moldova move along this path together,” said Prime Minister Yulia Svyrydenko following the meeting with German Vice Chancellor and Finance Minister Lars Klingbeil.
The head of the Ukrainian government also emphasized the urgent need to support partners and the critically important continuation of cooperation with the IMF for Ukraine’s economic stability.

🛢 Russia has lost 17% of its oil refining capacity after Ukrainian attacks.
This equals about 1.1 million barrels per day, according to Reuters’ calculations after Ukrainian drone strikes on 10 Russian oil refineries.

The Guardian: Yermak met Zaluzhnyi in London and invited him to join Zelensky’s team in the upcoming elections, but he refused.
According to the outlet’s sources, Zaluzhnyi assured Yermak that he would not publicly criticize Zelensky while the war continues and promised not to cause any unpleasant surprises for the President’s Office.

✉️Russia and Ukraine have exchanged letters from prisoners of war.
Ukrainian Ombudsman Dmytro Lubinets said he coordinated the exchange with the office of Russian Human Rights Commissioner Tatyana Moskalkova during the latest POW swap.
In addition to letters, both sides also discussed sending humanitarian parcels to prisoners of war and facilitating family reunifications.

Trump wants to win the Nobel Peace Prize but lacks a majority in the committee.
In recent months, the U.S. president has significantly stepped up his efforts to secure the award, crediting himself with stopping an increasing number of conflicts.
At least three of the five Norwegian parliamentarians on the committee have publicly criticized Trump.
“After just over 100 days in office, [Trump] successfully began the process of dismantling American democracy and is doing everything possible to destroy the liberal, rules-based world order,” wrote committee member Kristin Clemet in May.
Two other members have not openly criticized Trump; one even wrote sympathetically about his legal troubles during the Biden administration.
Trump cannot receive this year’s award, as the nomination deadline passed in January. But he still has a chance next year.
Some Norwegians say they want to keep the door open — if Trump manages to broker peace in Ukraine.

Woody Allen responded to criticism from Ukraine’s Foreign Ministry over his appearance at the Moscow Film Festival.
“When it comes to the conflict in Ukraine, I firmly believe that Vladimir Putin is absolutely wrong. The war he started is terrible. But whatever politicians do, I don’t believe that shutting down artistic conversations is ever a good way to help,” the American director said.

  • The United States will impose an additional 25 percent tariff on India’s exports to the United States due to India’s ongoing purchases of Russian oil.
  • Recent Ukrainian strikes on Russia’s oil refineries have contributed to gasoline shortages across Russia that will likely raise inflation and cause further macroeconomic instability in Russia.
  • The Russian government proposed that Russian President Vladimir Putin withdraw from the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.
  • Russian residents in border areas are increasingly apathetic toward the war and accepting that Russia will not agree to end to the war in the near future.
