Currently, Europe lacks both sufficient weapons stockpiles and the capacity for mass production. As a result, there is growing consideration of buying more U.S.-made arms to transfer to Ukraine. The idea is that if Trump refuses to send American weapons to Ukraine — Europe will do it instead.

🇪🇺🌾 The European Commission Temporarily Reinstates Quotas on Ukrainian Agricultural Imports, Bloomberg Reports
The allowed export volumes until the end of 2025 will be limited to 7/12 of the usual annual volumes, as the restrictions will take effect on June 6. This is a temporary measure as the EU currently reviews the provisions of the Deep and Comprehensive Free Trade Area (DCFTA) agreement with Ukraine.
Although the EU has a free trade deal with Ukraine, tariffs were suspended after Russia’s full-scale invasion in 2022. That temporary suspension expires on June 6.
According to the Financial Times, the decision to reintroduce tariffs followed Poland’s leading role in advocating for the protection of EU farmers. The Ukrainian government estimates that a return to pre-war trade terms could reduce Ukraine’s income by approximately €3.5 billion annually.

HUR (Ukrainian military intelligence) forces struck a Russian military train in the occupied part of Zaporizhzhia Oblast.
Drone operators tracked a Russian train carrying fuel and hit it while it was moving along the railway section between Verkhnii Tokmak, Molochansk, and Fedorivka.
At least three fuel tankers were destroyed, according to HUR. As a result, railway supply lines for Russian forces in the occupied areas of Zaporizhzhia and Crimea have been disrupted.

🇵🇱 Ukraine became a central topic during the Polish presidential debate.
Both candidates — Rafał Trzaskowski and Karol Nawrocki — voiced support for military aid to Ukraine. However, Nawrocki opposed Ukraine’s accession to NATO and criticized agricultural agreements between the two countries.
“As president, I will do everything to support Ukraine militarily,” Nawrocki said, but added that he would not allow Poland to become a secondary market for Ukrainian goods.

Germany’s new chancellor Friedrich Merz has confirmed that western countries allied to Ukraine are no longer imposing range limits on arms delivered to Kyiv.
“There are no longer any restrictions on the range of weapons delivered to Ukraine – neither by the UK, France, nor us. There are no restrictions by the US either,” Merz was quoted by the Kyiv Independent as having said during a discussion forum organized by the WDR channel.
“This means that Ukraine can now defend itself, for example, by attacking military positions in Russia,” the chancellor added. “Until recently, it couldn’t do that, and apart from very few exceptions, it hadn’t done so either.”

A response now from the Kremlin to Germany chancellor’s Friedrich Merz’s comments on Ukraine’s military capabilities.
We reported earlier on how Merz said Ukraine now has long-range fire to target military infrastructure in Russia.
Russia has now said European countries lifting any restrictions on capabilities for Ukraine would be a dangerous move, according to Reuters.
Kremlin spokesman Dmitry Peskov said such a decision would run counter to aspirations for a political settlement to the crisis.

🇸🇪💶 Sweden will allocate €443 million to Ukraine — part of the country’s largest aid package worth €1.4 billion, announced at the end of March.

Of the funds, €92 million will go toward supporting Ukraine’s defense industry under the “Danish model,” as well as for purchasing air defense systems and long-range drones.

Over €38 million will be used for procuring armored vehicles, in cooperation with Denmark. Sweden is also contributing to the Czech and Estonian initiatives for ammunition procurement.

Additionally, the country will fund efforts related to demining, drone operations, maritime security, and IT security and management systems.

🇸🇰 German Chancellor Friedrich Merz has stated he will consider suspending EU budget funding to Slovakia.

He cited Bratislava’s drift from the EU’s common course and raised concerns about the rule of law in the country.

Merz also referenced Hungary, which has already been denied a significant portion of EU funds over similar rule-of-law issues. He believes pressure on Budapest must continue.

🇵🇱 Poland to Build “Europe’s Largest” Logistics Hub — Partly to Help Rebuild Ukraine and Profit from It

In the town of Sławków, the terminal will be expanded and its capacity nearly doubled, aiming to become the largest transshipment logistics hub and transport node in Europe.

The infrastructure will be enhanced with seven new tracks and modern loading equipment. The €1 billion terminal is scheduled for completion in 2027.

Polish Prime Minister Donald Tusk emphasized that Poland wants to profit from Ukraine’s reconstruction:

“There’s nothing wrong in saying this: we want to make big money for Poland by rebuilding Ukraine. We want to help, but we also want to profit from it — and that’s what this special hub is for,” he said.

🔹 Spiegel: Zelensky plans to visit Germany on Wednesday, May 28.

German Chancellor Friedrich Merz wants to discuss with Zelensky possible steps toward further negotiations between Ukraine and Russia. He is also expected to inform the Ukrainian president about plans for a new EU sanctions package against Russia, aimed at increasing pressure on Moscow and pushing it toward serious negotiations.

In Berlin, Zelensky is also set to meet with German President Frank-Walter Steinmeier.

❗️🇩🇪 Germany has lifted restrictions on the range of strikes on Russia for Ukraine, Chancellor Friedrich Merz announced.

“We will do everything in our power to continue supporting Ukraine. This also means that there are no longer any range limitations on the weapons we supply. Ukraine can now also defend itself by striking military positions in Russia,” Merz emphasized.

🇺🇸NATO reportedly drafting shortened summit declaration that may omit Ukraine – Radio Free Europe/Radio Liberty

NATO is preparing a significantly reduced final communiqué for its upcoming summit, potentially leaving out any mention of Ukraine or Russia, according to Radio Free Europe sources. The goal is to ensure U.S. President Donald Trump’s approval and to avoid major disagreements among allies. The summit has already been shortened from three days to two.

Unlike previous years — where declarations included 40 to 90 paragraphs — this year’s version may be just three to four paragraphs long. Sources suggest that due to Trump’s stance against Ukraine’s near-term NATO membership, it may be “better not to mention Ukraine at all” in the final document — at least for now.

Ukrainian President Volodymyr Zelensky’s invitation to the summit is also uncertain. Italian agency ANSA previously reported that the U.S. opposed his attendance.

🇧🇾There are neither nuclear weapons nor the “Oreshnik” missile system in Belarus, according to the head of Ukraine’s Foreign Intelligence Service, Oleh Ivashchenko.

Belarus does possess delivery systems for nuclear weapons — specifically aircraft and the Iskander operational-tactical missile system. Facilities for storing nuclear weapons are reportedly being prepared, but there are currently no nuclear warheads in the country.

“[Self-proclaimed President of Belarus] Lukashenko claims they will have the ‘Oreshnik’ by the end of the year. But that sounds more like wishful thinking. As of today — nothing like that exists, and it’s unlikely it will appear,” Ivashchenko stated.

▪️In May 2023, the defense ministers of Russia and Belarus signed agreements on the deployment of tactical nuclear weapons on Belarusian territory. Since then, Lukashenko and Putin have claimed that Russian nuclear weapons are already stored in Belarus.

▪️In January 2025, Lukashenko said Belarus would soon receive the “Oreshnik” missile system from Russia.

🔹 Air defense shot down 9 cruise missiles and neutralized 288 drones launched at Ukraine.

In total, Russia attacked Ukraine with 9 Kh-101 missiles and 355 drones. Ukrainian air defense forces shot down 233 UAVs, while another 55 were either lost from radar or jammed by electronic warfare systems.

Confirmed impacts occurred at 5 locations, and debris from downed attack drones fell in 10 other areas.

💥 A drone strike hit a factory in Russia’s Tatarstan where UAVs are assembled, as well as targets in several other regions.

Explosions were reported late on May 25 at a plant in the city of Yelabuga.

Tula Oblast also came under attack, with blasts heard across different districts. Telegram channels claim the target may have been the “Splav” defense plant — a producer of multiple launch rocket systems, air-to-surface missiles, heavy flamethrower systems, and related munitions.

According to data published earlier by the European Commission, Russia was among the top five countries in terms of Schengen visa applications in 2024 — with around 606,000 applications. Meanwhile, the rate of visa refusals for Russian citizens dropped from 10.6% in 2023 to 7.5% in 2024. Italy and France issued the most visas to Russians.
Despite this, several Schengen countries have maintained a suspension on issuing tourist visas to Russian applicants since 2022. These include Belgium, Denmark, Iceland, Latvia, Lithuania, the Netherlands, Norway, Poland, Slovakia, Finland, the Czech Republic, and Estonia.

Finland is preparing to restrict the ability of Belarusian citizens to purchase real estate in the country, the Ministry of Defense has announced.
Last month, the Finnish parliament passed a law allowing the Ministry to block property transactions involving individuals or entities from countries that have waged aggressive war or pose a potential threat to Finland’s security.
