No, pull had the same ‘u’ as in up, cup, pub. Pool for me has a double vowel poo-wel,

I’m a southerner so for me, the vowel in ‘pull’ has a more rounded mouth, the /u/ in Hull is a more open vowel sound with more open mouth. I wish I had a phonetic keyboard!

I pronounce hull like cull and dull as well but when I say bull it doesn’t rhyme with pool/cool/fool. The u in bull for me is an uh sound as opposed to the long vowel oo sound.
