In that case the Russians were operating in the Air Defence Identification Zone (ADIZ) which as the article points out is in international airspace.

They are a few of those dotted around the world, some nations really like them, and they really only exist to put those potentially involved in non scheduled operations on warning that there is an increased risk of them being intercepted and monitored.

I wouldn't wish anyone to starve to death. However, every time I hear of food supply issues in the invading army the Holodomor memorial does flash into my mind's eye.
