Juh-ly. It’s all about do you make more of an “uh” sound or more of an “oo” sound with the first syllable. I’m northern and do more of an “uh”. Though it’s really more J’ly.

Juh-lie. I've heard a lot of people saying Jew-lie recently, though! It sounds like they're trying very hard. 😅
