At the NATO summit in Washington on July 9-11, the leaders of the alliance will discuss forming 35 to 50 additional brigades as part of plans to protect against a possible attack from Russia, according to Reuters, citing sources.

Russia is unable to switch to the yuan due to Western sanctions, — Bloomberg.
Countries that continue to do business with Russia are reportedly facing increasing pressure from the US, including the threat of secondary sanctions.
This has proven to be an effective brake on the country's continued use of the yuan, as it stifles bilateral trade and payments.
"Moscow may be more inclined to accept the yuan than Chinese banks. Threats of secondary US sanctions scare banks. The market points to a shortage of yuan in Russia, as well as the reluctance of Chinese banks to provide liquidity," the article says.

For your note: Russia currently chairs the UN Security Council.

Monobank, in collaboration with UNITED24, has initiated a fundraising campaign https://send.monobank.ua/jar/86E35o8GcC aiming to collect UAH 100 million for the reconstruction of Okhmatdyt, Ukraine's largest children's hospital.

The district military administration reported 10 killed and 47 wounded. In general, the number of people injured due to Russian attacks in Dnipro region has increased to 68 people, among them three teenagers, the Regional Military Administration reported.

This is the fastest collection by UNITED24 and monobank, raising 250,000,000 hryvnias in less than a day. [5 1/2 million euros]

Germany is ready to take Ukrainian children for treatment after the Russian attack on the "Okhmatdyt" hospital in Kyiv, said German Minister of Health Karl Lauterbach following a conversation with Ukrainian Health Minister Viktor Lyashko.
The children will be transferred to Germany on Wednesday.

Poland will produce electricity for Ukraine using its coal-fired thermal power plants, — Prime Minister Tusk
This will not solve the problem completely, but it may partially help “survive a difficult winter.”

McDonald's Ukraine announced that on July 9, it will direct all profits from the sale of CHEESEBURGERS to the affected children.

🇺🇳 The UN Security Council will meet https://x.com/UKUN_NewYork/status/1810329266610937987 today to discuss Russia's massive shelling of Ukraine. The meeting will begin at 17:00 Kyiv time.
The meeting was requested by the United Kingdom, France, Ecuador, Slovenia and the United States.

The 75th anniversary NATO Summit starts today in Washington, DC. It will be held from July 9 to 11 with the participation of 32 Allies, partner countries, and Ukraine. The key topics will be strengthening the defense of NATO's eastern front and support for Ukraine.
🇺🇦 CNN writes https://edition.cnn.com/2024/07/08/politics/draft-nato-communique-ukraine/index.html that the draft text of the summit's joint communique describes Ukraine's path to NATO as "irreversible." At the summit, the United States will announce the provision of additional air defense systems to Ukraine, including Patriot systems. Joe Biden is also expected to meet with Volodymyr Zelensky.

Viktor Orbán sent a non-public letter to the EU leadership in which he spoke about Putin's confidence in Ukraine's defeat.
He sent the letter on July 5 after a visit to Moscow. It was read https://www.radiosvoboda.org/a/news-orban-lyst-kerivnyctvu-es-pro-putina/33026882.html by the Sistema project and Radio Liberty, and its authenticity was confirmed by several EU officials.
Orbán writes that during his trips to Ukraine and Russia, he did not speak on behalf of the entire European Union, but only wanted to learn about the positions of the parties. He only briefly mentions Zelensky's position, but recounts in detail Putin's views, who is convinced that "time is on the side of the Russian forces." Putin is also "shocked" that Zelensky rejected the ceasefire proposal.
The Russian leader is ready for negotiations but fears that Ukraine may regroup its troops in the event of a pause. Putin often refers to the so-called (unsigned) Istanbul agreements of 2022 - he wants any subsequent agreements to be based on them.

🇭🇺 Hungarian opposition politician Péter Magyar is going to Kyiv tomorrow. He will bring humanitarian aid for the affected children
Magyar, who is considered the main rival of Viktor Orbán, condemned Russia's attack on Okhmatdyt and criticized the Hungarian prime minister for his trip to Moscow.

During the missile strike, 627 children were in Okhmatdyt, most of them were temporarily discharged home, medical staff of the institution continue to keep in touch with their parents, said Health Minister Lyashko

🇫🇷 French Ambassador Gaël Veyssière visited Okhmatdyt. He said Russia "will have to answer" for the missile attack.

What the fuck kind of atrocities does Putin have to commit before Ukraine is allowed to stop fighting with one hand tied behind its back - if bombing a children's hospital doesn't change the policy what will?
It does feel like none of their allies actually want Ukraine to win this war.

I'm finding myself increasingly angry at the Biden administration.

It was highlighted (very timely in my opinion) in Ukraine the Latest by Dom Nichols that Chruchill is frequently quoted when considering the similarities between now and the 1930s, as saying "We shall go on to the end, we shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air, we shall defend our Island, whatever the cost may be, we shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender"

What we forget is the final part of that quote - "until, in God’s good time, the New World (America we're looking at you!), with all its power and might, steps forth to the rescue and the liberation of the old." And this part feels particularly relevant.

https://www.understandingwar.org/backgrounder/russian-offensive-campaign-assessment-july-8-2024

Key Takeaways:

  • A Russian Kh-101 cruise missile hit the Okhmatdyt Children's Hospital in central Kyiv during a wider series of missile strikes targeting critical Ukrainian infrastructure throughout the day on July 8.
  • Russian officials and information space actors are attempting to deflect responsibility for the Okhmatdyt Children's Hospital strike by making false claims about the missiles involved and the state of the hospital — all contrary to available evidence.
  • The July 8 Russian missile strikes likely employed a new and noteworthy tactic to maximize the damage from such strike series.
  • Hungarian Prime Minister Viktor Orban and People's Republic of China (PRC) President Xi Jinping continued to posture themselves as potential mediators to an end to the war in Ukraine during a July 8 meeting in Beijing, despite Russian President Vladimir Putin's rejection of serious negotiations or any third-party mediation.
  • Russian Vice Admiral Sergei Lipilin replaced Vice Admiral Vladimir Vorobyov as Russian Baltic Fleet Commander.
  • Ukrainian forces recently regained lost positions in Chasiv Yar, and Russian forces recently advanced near Donetsk City and in western Zaporizhia Oblast.
  • Russian Prime Minister Mikhail Mishustin called on July 8 for Russia to increase its domestic production of drones fivefold by 2030.

Ambassadors of 27 EU countries will discuss Orbán's trips to Moscow and Beijing at the beginning of Hungary's six-month EU presidency.
The closed-door meeting will be held at the request of Poland, which expressed reservations after Viktor Orbán traveled to Moscow on July 5 and Beijing on July 8 on what he calls a "peaceful mission," Voice of America reports.
Orbán admitted that he kept his tour, which began with a trip to Kyiv on July 2, a secret from his allies.
EU foreign policy chief Josep Borrell stated that Orbán's visit to Moscow took place "exclusively within the framework of bilateral relations between Hungary and Russia," and that Orbán did not receive any mandate from the EU Council to visit Moscow.

All 32 NATO members will be asked to develop civil defense plans in case of activation of the fifth article (nuclear) at the Alliance summit
Such actions are necessary to prepare for a possible future Russian attack, which is likely to include long-range missile strikes, disinformation, disruption of ports and attacks on the power system.

Spain has completed the repair of 10 Leopard 2A4 tanks, which will be delivered to Ukraine. The transfer will take place in the near future. Another 9 Leopard 2A4 tanks will be ready by September.

❗️The additional five air defense systems will help significantly, but they are insufficient for complete protection, stated Volodymyr Zelenskyy.
When asked if Ukraine could regain its capability to intercept about 80% of Russian missiles as it did before, the president responded: “We are very grateful for the decision to provide additional Patriot systems. Of course, they will help, but it’s not enough. It is never enough. You saw the result—a recent attack on Kyiv, which I thought was well defended. But you saw that it wasn’t sufficient,” said Zelensky.
According to him, Russia uses 3,500 anti-aircraft missiles every month, and its aircraft are primarily based in zones where Ukraine’s partners do not permit the use of their weapons.

Norway will transfer spare parts for Sea King helicopters to Ukraine, said Norwegian Defense Minister Bjørn Arild Gram.
The aid is aimed at supporting the operation and maintenance of helicopters that were transferred to Ukraine by Germany.

❗️NATO countries will provide more than $7 million to support women in the armed forces, US Secretary of State Blinken announced at a reception after the NATO round table "Women, Peace, Security"

The conflict in Ukraine must be resolved peacefully, in accordance with international law and based on the UN Charter, according to a joint statement by Russian President Vladimir Putin and Indian Prime Minister Narendra Modi.
The document emphasizes that the war in Ukraine should be ended through dialogue and diplomacy, involving both parties in the negotiations.

Slovak Prime Minister Robert Fico, in a telephone conversation with Ukrainian Prime Minister Denys Shmyhal, condemned the attack on the Ohmatdyt Children's Hospital.

At the time of the rocket attack, there were 627 children in Ohmatdyt. Most of them were temporarily discharged home, and the medical workers of the institution continue to maintain contact with their parents, said Minister of Health Lyashko.

As a sign of solidarity with the day of mourning in Ukrainian cities that suffered from yesterday's Russian missile attack, several Western embassies in Kyiv lowered their national flags.

The Kh-101 missile, which devastated the Ohmatdyt hospital, reportedly incorporates Western-made components, indicating the Kremlin’s effective circumvention of sanctions, according to experts and Ukrainian officials cited by the Financial Times (FT).
An analysis of Russian documents reveals that Russian firms in 2023 managed to acquire these components by purchasing them openly on the market and importing them via China.
Specialists from the Kyiv Research Institute of Forensic Examinations have identified over 30 parts and fragments belonging to the Kh-101 missile.

⚡️New air defense systems for Ukraine were announced https://www.youtube.com/live/rHI_dD8OWsg?si=4_Yt59bj6jSchZR- by US President Joe Biden during the opening of the NATO summit
Two Patriot batteries will be provided by Germany and Romania, one by the Netherlands and its partners, and one by the United States. Italy will provide the SAMP-T system.
In the coming months, the United States and its allies will transfer NASAMS, HAWK, IRIS-T, and Gepard.
President Volodymyr Zelensky thanked the United States, Germany, the Netherlands, Italy and Romania for the Declaration in support of Ukraine's air defense system to protect its people, cities and critical infrastructure.

Ukraine needs 128 F-16 fighter jets to reach parity with Russia in the skies.
This was stated by Volodymyr Zelensky at the Ronald Reagan Institute in Washington.
"The problem with F-16s is the number and dates. But let's be honest... Russia uses 300 aircraft against Ukraine every day. We had a decision about 10-20 [F-16s]. Even if there are 50, it's nothing. We are defending ourselves, we need 128," Zelensky said.

🇳🇿🇺🇦 New Zealand has announced a $9.8 million aid package for Ukraine. Of this amount, $3.6 million will go to military medical needs and the Drone Coalition, and $6.1 million will be used for humanitarian aid.

🇱🇹 Lithuania has allocated €1 million (UAH 44.1 million) to rebuild Okhmatdyt.

Elon Musk's X social network blocks Bellingcat's investigation into the Russian Kh-101 missile attack on Okhmatdyt in Kyiv - some users receive a warning that the link may be dangerous.
The founder of Bellingcat, Elliot Higgins, asked who the material was "dangerous for, Putin?"
The day before, Bellingcat analysts confirmed that the attack had hit Okhmatdyt in Kyiv with a Russian missile, using video footage.

Viktor Orbán reacted to the attack on Okhmatdyt, but did not directly condemn Russia. He did not express condolences to the victims, but instead once again called on world leaders to "abandon the policy of war" and encourage Russia and Ukraine to cease fire and peace talks.

⚡️New UK PM signals Ukraine can use Storm Shadow https://kyivindependent.com/new-uk-pm-signals-ukraine-can-use-storm-shadow-to-hit-targets-inside-russia/ missiles to hit targets inside Russia.

Don't underestimate the significance of this. If Ukraine uses them to good effect on targets inside of Russia and the Russian threats to retaliate turn out to be no more than the usual bluster, the precedent will be set for the US to give the same permission for the use of ATACMS.

The Storm Shadow is not ideal for attacking targets like airfields because it has a unitary warhead, so the blast doesn't cause destruction over a wide area like a cluster munitions warhead would, but is fine for other targets like buildings.

Every time I think I couldn't despise them more, they plumb even further depths

While taking over for July at the UN Security Council they put "chicken Kiev" on the menu for their dinner for guests.

Absolutely unashamed savages

Almost surreal it's so distasteful isn't it.

Here's a good, if somewhat depressing analysis from the WSJ of how electronic warfare has impacted the war in Ukraine.

High-Tech American Weapons Work Against Russia—Until They Don’t - Moscow is learning how to defeat Western precision munitions in Ukraine

High tech weapons have their place, but so does artillery, armor and air power. And, of course, the Bradley. 😀

Thanks for the article..

“We have probably made some bad assumptions because over the last 20 years we were launching precision weapons against people that could not do anything about it,” said retired Lt. Gen. Ben Hodges, a former commander of the U.S. Army in Europe. “Now we are doing it against a peer opponent, and Russia and China do have these capabilities.”

Yup, all very well using these things to plink ways at insurgents, it’s another thing to go up against span adversary with “tech”..

Of course the whole measures, counter measures, counter counter measures, etc etc cycle has been around almost for ever.

https://www.understandingwar.org/backgrounder/russian-offensive-campaign-assessment-july-9-2024

Key Takeaways:

  • Russian President Vladimir Putin and Indian Prime Minister Narendra Modi issued a joint statement on July 9 about strengthening mutually beneficial political, economic, energy, and military-technical cooperation between Russia and India.
  • Putin has been intensifying efforts to strengthen Russian relations with non-Western countries through individualized appeals, although he is likely emphasizing Russo-Indian cooperation in the Shanghai Cooperation Organization (SCO) and BRICS as part of a wider Russian effort to create an alternative "Eurasian security architecture" leveraging existing Eurasian multilateral organizations.
  • Modi tacitly supported the Kremlin's false narrative that Russia is interested in a peaceful, negotiated resolution to the war in Ukraine, likely in exchange for deepening economic, energy, and technological cooperation with Russia.
  • Putin may have pledged to return Indian volunteers fighting in Ukraine during a private dinner with Modi in Novo-Ogaryovo, Moscow Oblast on July 8.
  • Some unnamed US government officials appear to believe that Ukraine does not need to liberate its occupied lands and people to win the war, despite Russian President Vladimir Putin's recent clear statements that Russia will not accept a negotiated ceasefire on any terms other than Ukrainian capitulation and will not abandon its goals of the total destruction of the entire Ukrainian state--not just the lands it currently occupies.
  • Several independent investigations, including one conducted by the United Nations (UN) Human Rights Monitoring Mission in Ukraine (HRMMU), concluded that a Russian missile struck the Kyiv City Okhmatdyt Children's Hospital on July 8 amid continued official Russian denials and deflections.
  • Ukrainian forces conducted a series of drone strikes against Russian energy and military infrastructure in Belgorod, Kursk, Rostov, Astrakhan, and Volgograd oblasts overnight on July 8 to 9.
  • Russian President Vladimir Putin appointed new military prosecutors on July 8, likely in support of ongoing, long-term Russian military reforms.
  • Newly-elected Iranian President Masoud Pezeshkian reiterated Iran's continued willingness to enter a comprehensive strategic partnership with Russia, emphasizing the continuity in Iran's support for Russia even under a new presidential administration.
  • The US Department of Justice (DoJ) released affidavits on July 9 for several hundred X (formerly Twitter) accounts and domain names used by Russian state media and security services to operate a bot farm aimed at spreading disinformation in the US and abroad.
  • Russian forces recently made confirmed advances southeast of Chasiv Yar, near Avdiivka, and southwest of Donetsk City, and Ukrainian forces recently advanced north of Kharkiv City.
  • Russian Prime Minister Mikhail Mishustin signed a decree ordering the reestablishment of the Saratov Higher Artillery Command School on July 8, likely as part of ongoing efforts to build out a cadre of Russian officers.
  • Russian authorities continue to deploy Rosgvardia contingents to occupied Ukraine to serve law enforcement functions.

It's also worth remembering that HIMARS broke the back of the Russian offensive in 2022 and forced the Russian withdrawal from Kherson, so they changed the course of the war. Ukraine would be in a much weaker position now if they hadn't had them.

⚡️New UK PM signals Ukraine can use Storm Shadow kyivindependent.com/new-uk-pm-signals-ukraine-can-use-storm-shadow-to-hit-targets-inside-russia/ missiles to hit targets inside Russia.

Go Keir 💪 Here's hoping other NATO allies grow a pair and join us in this. Apart from anything else there's safety in numbers and it's cowardly to let one or two nations lead the way whilst the rest stand behind them and bleat about 'escalation'.

It's quite possible, perhaps likely, that there's already an agreement in place for others to make the same policy change soon. I think that this is what happened with MBTs, ATACMS, etc.

It's news like this, that rightly or wrongly, makes me glad that our new PM has no direct links with India.
I think there may be a steer away from having closer ties with India in this new government.
