Ukraine's airfields under fire https://kyivindependent.com/russia-strikes-ukrainian-airfields-ahead-of-f-16-arrival/ as Russia braces for F-16s
As Kyiv gets ready to receive the first batch of Western F-16 fighter jets, Ukraine's airfields face an uptick in Russian strikes.
Over the past week, Moscow carried out at least three missile strikes targeting Ukrainian airfields — in Myrhorod, Poltava, and Kryvyi Rih — all located around 100 kilometers (68 miles) from the closest Russian troops

Amid a push for reforms in the Defense Ministry, Maryna Bezrukova took the reins of the ministry’s Defense Procurement Agency (DPA) this January.
Now she is in charge of purchasing weapons and ammunition for Ukraine’s military and transforming the previous leadership's bad business practices. It’s a monumental task for a warring country reliant on Western weaponry, while foreign companies make matters worse by upping prices for Ukraine.

Yet a more ominous obstacle stands in Bezrukova’s way, according to Daria Kaleniuk, co-founder of the Kyiv-based NGO Anti Corruption Action Center (ANTAC), which is involved in the procurement reforms. Shady third-party traders and employees within the Security Service of Ukraine (SBU) are obstructing the new arms procurement agency’s reforms, she claims.

“The fact that Orbán is shamefully abusing the EU Council presidency and going to the Kremlin without a mandate is a scandal. It undermines the fundamental principles of EU foreign policy. The 92nd Separate Assault Brigade is fighting at home, defending its native Kharkiv. Russians intended to capture the city, attacking it from two directions.
The advance from the west was aimed at bringing Russian forces close enough to strike Kharkiv with artillery. However, the 92nd Separate Assault Brigade, quickly redeployed from Donetsk direction to fight at home, swiftly stopped the enemy, pushing them 10 kilometers back.
How did they do this? Fighters of the 92nd Brigade have extensive combat experience. It Took the Russians Three Months and Thousands of Lives to Capture One Isolated Ukrainian Region, — Forbes
The capture of a small part of Chasiv Yar cost the Russians thousands of casualties. According to available data, since the beginning of the campaign, the Russian military has lost 99,000 personnel, the publication writes.
“Russia has achieved some success on the ground, but even this has come at a huge price. By wasting so many lives for such a small gain, Russia has squandered its last chance to deliver a decisive blow to Ukraine in this war,” Forbes quotes Mick Ryan, a retired Australian army general.
“The Russian troops are advancing, suffering huge losses in personnel and equipment, while the Ukrainian troops are experiencing much smaller losses. The Russians are concealing tens of thousands of their soldiers behind each captured city or even district. The Ukrainian garrison in Chasiv Yar is not hiding the territory. They stopped the fighting,” reported Ukrainian Army spokesman Nazar Voloshyn. He added that the garrison retreated several blocks to the west, across the Donetsk-Donbas Siverskyi Donets Canal, as Russian bombs and artillery destroyed all the buildings in the area.

Chairwoman of the Bank of Russia openly spoke of economy limitations

https://www.kommersant.ru/doc/6806487 (machine-translated)

Chairman of the Bank of Russia Elvira Nabiullina, speaking at the Financial Congress, called three factors that limit the development of the Russian economy. Among them is the shortage of labor and the difficulty of accessing technology. In addition, as Ms. Nabiullina pointed out, the economic situation in Russia is affected by difficulties in cross-border payments.
I would now highlight three types of restrictions, they are interrelated. It's the workforce. The situation shows us that we can no longer grow further and growth can only be at the expense of labor productivity, and labor productivity is technology. And for us, the restriction is access to technology, its own technological development, Ms. Nabiullina noted. According to the Bank of Russia, three-quarters of enterprises in the country have faced a labor shortage.
According to the head of the regulator, for the growth of the Russian economy, long-term sources of financing for investment are needed. The Russian economy faced many shocking factors, but anti-crisis measures and reserves allowed to return to the original state. However, the situation is different now, added Ms. Nabiullina.
There are serious changes in the world and in the world and in our country. If we talk about the world, there is fragmentation, and we are adjusting to new markets, new logistics, and also have difficulties in cross-border payments. Of course, this creates a new situation, the head of the Bank of Russia explained.
The Russian authorities have repeatedly said that the country has coped with the consequences of the restrictions that affected it due to the introduction of troops to Ukraine. In August 2023, the Kremlin declared that Russia had emerged from the crisis and could begin a fairly rapid development. In October, Vladimir Putin said that the country has successfully reflected all the sanctions and the start of the development stage on a new basis.

I find Elvira Nabiullina's words one of the few (but not only) hopeful aspects at the moment.

Another is that Ukraine is slowly regaining the ground lost in Russia's Kharkiv offensive.

blueshoes · 07/07/2024 12:17

I rate Elvira Nabiullina, the Russian central bank governor. She was widely respected in financial circles prior to the war. But her loyalties are to the Kremlin and she put the country on a war footing after the 2022 invasion.

Her statement which suggests the Russian economy is not doing so well is brave politically.

https://www.understandingwar.org/backgrounder/russian-offensive-campaign-assessment-july-6-2024

Key Takeaways:

  1. Hungarian Prime Minister Viktor Orban continues to posture himself as a potential mediator to end the war in Ukraine despite Putin's rejection of mediation or serious negotiations. Orban is likely aiming to shift Western focus towards possible peace negotiations as part of his overarching effort to undermine European support for Ukraine.
  2. Orban's and others' calls for negotiations and Ukraine's peace formula, are distinct efforts with different aims, and Russian President Vladimir Putin has demonstrated he is not interested in any negotiated agreements short of Ukraine's capitulation.
  3. Ukrainian forces struck energy infrastructure in Krasnodar Krai with drones on the night of July 5 to 6.
  4. Iran announced on July 6 that Iran and Russia signed a bank agreement on July 4 enabling Russia and Iran to trade in the Russian ruble and Iranian rial.
  5. The Russian government continues efforts to isolate the Russian people from material it considers antithetical to state interests and ideology.
  6. Russian forces recently advanced near Kupyansk, Siversk, Toretsk, and Avdiivka.
  7. Russian federal subjects (regions) continue to increase monetary incentives to recruit contract soldiers (kontraktniki).

I thought Mark Galeotti’s latest episode of In Moscow’s Shadow was interesting. Essentially reflecting on the fact he thinks Russian interference in the election was fairly minimal and arguing that we should be weaponising more the notion of peaceful transfer of power (as we’ve seen in our election) within our messaging.

He also argues that he is of the opinion far more NATO member states don’t want Ukraine currently in the alliance than are publicly saying so.

🇧🇬 Bulgaria to propose initiating talks between Ukraine and Russia at NATO Summit. According to the country's acting Prime Minister Dimitar Glavchev, Bulgaria is also ready to act as a mediator.

NATO and South Korea will discuss ways to cooperate on Ukraine at the upcoming summit in Washington, said Secretary General Jens Stoltenberg.
He noted that cybersecurity and new technologies will also be on the agenda. Additionally, the "flagship project" will focus on medical education for Ukrainian military personnel and exploring the expansion of data exchange with South Korea.

As a result of a drone attack on an oil depot in the Krasnodar region of the Russian Federation, at least three fuel tanks were damaged, according to Radio Svoboda, citing satellite images.

In Russia's war against Ukraine, between 462,000 and 728,000 Russian soldiers have been "disabled," according to The Economist, citing leaks from US Department of Defense documents. The publication includes four charts illustrating Russian losses.
The first chart, using data from official and unofficial sources, indicates that by July 5, the death toll in the Russian army had exceeded 100,000, with estimates ranging from 106,000 to 140,000 as of June 21. Much of this analysis is based on legacy records and social media obituaries, but since February 6, data access has been compromised, leading to reliance on trends.
The Economist estimates that for every soldier killed, there are about three to four wounded. This suggests that between 462,000 and 728,000 Russian soldiers had been "decommissioned" by mid-June. French and British officials estimate that around 500,000 Russians had been seriously wounded or killed by early May.
One chart shows that men aged 35 to 39 suffered the greatest losses, with 27,000 killed between February 2022 and June 2024. Approximately 2% of all Russian men aged 20 to 50 may have been killed or seriously injured in Ukraine since the invasion began.
The final chart compares Russian losses in Ukraine to those in other wars, revealing that more Russian soldiers have died in Ukraine during the full-scale invasion than in all military conflicts since World War II combined.

Armenia will host the Eagle Partner training with US military personnel from July 15-24, according to the Armenian Ministry of Defense. The training aims to enhance mutual understanding among units participating in international peacekeeping missions, exchange management and tactical communication experiences, and improve the combat readiness of the Armenian peacekeeping unit.

If the Economist's figures are true, it's astonishing. Could be around 1 in 50 Russian men killed / hors de combat.

The recruitments and mobilizations have avoided the big cities mostly and concentrated on the regions, which rather implies that there might be villages that are notably short of men nowadays

It’s a general relief but it’s too soon to say it’s good news for Ukraine.

Hate to say it but some of the French left are just as sympathetic to Moscow as some on the Right and frankly Melenchon as PM, which is a distinct possibility, might not be a good thing.

At least on the evidence of the exit polls Macron should be able to remain as President and might be able to continue to exert some influence.
