I found this in a packet of Andrex toilet rolls.
It's only half the width of the other rolls in the pack.

I don't fancy trying to use it.

Although as Andrex is made by Kimberley Clark, that seems unlikely.

I worked in a paper mill as a student, so I'll be dull and answer the question properly!

Its the cut off end of a roll, toilet paper is made in a band about 6 foot wide, which is perforated and rolled onto a long paper tube about 6 foot 4 inches long.

The resulting long roll is then rotated against a set of razor sharp blades that splits it into loads of normal size loo rolls, at either end the scruffy end bit with the sticking out bit of tube gets chopped off and pulped.

In your case one of those ends has got in with the finished rolls and gone down the chute to be packed. it probably caught on the cutter and jumped into the chute rather than falling away.

Such catching is caused by the cutter blades getting blunt.

I'm enjoying the silly answers, but I found that really interesting too.
