I think the fact that GBN knew what he was going to say is key here. Same as the BBC and RB.
I agree it's key, but if you're talking about the Andrew Sachs thing, it's not the same. The BBC didn't know what he was going to say, plus the real problem was the show was pre-recorded but nobody listened to it before it went out. They brought in a whole load of compliance procedures after that, all pre-recorded programmes had to be listened to and signed off by two people before transmission.
