My male direct report wore shorts to work and said “I know it’s against company policy but I am hot, and if you don’t like it, I will come in a dress tomorrow. And you won’t be able to say anything to me”.

Good for him. I work in a professional setting and men wear tailored shorts in the summer, why shouldn't they?

Good for him. If woman can wear skirts and show legs and keep cool, why can't men?

I used to hate working at places (this was many years ago) that said I had to wear skirts or dresses. I rarely wear them and much prefer trousers, and find them comfortable.

Yes, good for him. This is one area where men are disadvantaged. Women can get away with very light dresses, skirts, sandals etc, but men are generally expected to wear long trousers and full shoes.

Nothing at all wrong with knee length shorts as long as they're reasonably smart.

I wear shorts to work, I wear skirts to work.

It's not hot hot here in London but I wouldn't want to do the sweaty commute in long trousers and proper shoes.

My office has such brutal A/C that we are all wearing winter jumpers at the moment but if it was hot, I see no issue in shorts. At my old employer (large global consulting firm), it wasn't unusual in summer if people were based in the office.

Providing he didn’t rock up in cycling shorts and a crop top, and they were smart enough for the office then why not?

Ha, he'd love my office, most of the men loafing about in board shorts and crocs all summer.

A nice smart kilt is a good option. One of my bosses in my prior much more formal office used to wear a kilt. He wasn't Scottish, just like a breeze about his gentleman's vegetables.

Shorts sound reasonable (though cold - it’s not that warm in the Midlands) but he’s wrong about you not being able to do anything if he comes in in a dress.

Different dress codes for men and women are absolutely allowed.

Same in my work place.
Im not in the UK and it IS hot, however, Id rather wear jeans and be a bit hot on the commute than wear a dress or skirt and freeze to death at work!!!

but some of my colleagues wear shorts in the summer, regularly (not every room has such brutal, non adjustable, air con as my room, which used to be a server room!)
