My male direct report wore shorts to work and said “I know it’s against company policy but I am hot, and if you don’t like it, I will come in a dress tomorrow. And you won’t be able to say anything to me”.

I worked in a fashion company where it was quite usual to see gents in city shorts during summer, often with a shirt and a blazer if the aircon was turned up.

All good, except the guy whose version was the most eye poppingly short-shorts. They were virtually hotpants in a grey twill.

Not an unreasonable ask, but his attitude to you does sound a bit defensive. I'd be tempted to say "no short, I'll look forward to seeing you in your frock tomorrow"
