Maybe something second hand but gorgeous that I would use every day:
Damask table napkins
Silver cutlery
Milk jug
Butter dish
Vase
Water jug
Dish or box for jewellry
A couple of lovely mugs

Theatre or concert ticket
Scarf in colour that lights up your face
Book of poetry or favourite childhood story
A really nice pillow /case

There's not much you can get for £30 these days. Even a bunch of flowers from a florist are more than that.

I'd probably go with a plant from the garden centre.

While I know what you mean to a certain extent, there actually are lots of lovely things that you could buy for £30. It just might take a little effort to find them.
