I think she was referring to the huge army of people who do 16 hours each week just to get UC top up. If the criteria for UC top up moved to 20 or 24 hours a large majority of those people would suddenly be able to work the 20 or 24 hours. I think it's wrong that working more does it not pay more than UC top ups.
