It's a parking one

Totally full car park, apart from the parking place with the EV charger. Can I park there, even though I don't have an EV, or is it it reserved by law for electric vehicles?

I would assume the land you parked on is managed by someone and will probably have a similar setup. There should be a sign in the carpark somewhere with the rules for that carpark, though possibly not at the actual parking space.

Seems likely. I know quite a lot of places where they have obscure little notices and then levy fines; these can and should be contested every single time, but they rely on people not bothering to check and paying up.

The same is true in at least one hotel where you go to the reception desk and "sign in" with your car's numberplate on arrival to show that you are bona fide guest at the hotel, but the parking company send out random fine notices a few weeks later, presumably hoping to get some money to which they are not entitled, and the person who parked has to go through a lot of hassle with the hotel about it.

They are not fines they are charges.

And they are entirely legal. And if you don't believe some random on the internet look up Beavis v Parking Eye, a Supreme Court decision.

They are not legal when you have already paid to park there, and signed in with the hotel. They are trying it on, a ramp.

And I think they are actually described as a fine for non-payment, given that the original parking charge is a great deal smaller. This is annoying when you did in fact pay, and have the receipt to show it; you have to go to all the faff of getting that information to the hotel and to the parking company, and then arguing with the parking company when they send you again the same demand for payment. (But I don't have the most recent example to hand: I threw it away after I got the apologetic letter from the hotel, which I do have somewhere.)
