I think it's people who don't roll their rs. So ar and ah sound the same in my accent. Though I may be wrong.

Because the original "correct" pronunciation was with a silent "L" in British English. Either is acceptable now but the RP pronunication is ah-mund. I don't think how people pronounce almond is a dialect/regional/class thing though, as this thread is showing,
