Is it legal to cut someone else’s hair without them knowing ?

I just think it's over the top.
I understand that. What's very important for parents to know, is that they may think it's over the top, but, it's still a crime, and can be investigated and prosecuted as a crime, and the perpetrator held accountable for the crime, if it is proved that they in fact committed the crime.

Possibly teachers need to know that too.

Our individual opinion does not negate the rule of law. Particularly if someone else chooses to ignore our wishes to ignore the law. . .

If you were sat in a cafe having a tea/coffee/whatever, and someone snuck up behind you and cut your hair, would you just shrug and think "Oh well it will grow back"? Or would you report them?

no it's classed as an assault, same happened to a girl in my class when I was at school. The boy got a caution.

Sil’s ex was charged with assault for cutting his own child’s hair against the child and her mother’s wishes. It was waist length and he couldn’t comb it.
