It says dried petals. It mentions shui xian, but not tea. And as it looks nothing like it, I certainly wouldn't be trying drinking it 😂

I'm sure op would be happy to let you try it though...

Was going to suggest a chinese medicinal infusion but there probably isn't enough there. Either way don't drink it.
