Who is this Barbie

We have this barbie bought second hand, I pretty sure it's a character mostly by how she is dressed but I can't work out who.

It was made in 1999

Any ideas?

Would Belle be in yellow though? I haven't actually seen beauty and the beast so could be

Shrek was 2001. How do you know the doll is 1999? She is wearing fiona’s Dress but I think it is just a regular doll if from 1999.

I don't think that's a Barbie, I've not seen one like that, and I collect them, mostly older ones. If it is a Mattel stamp on the back then 1999 may just be the date of the mold used in the manufacture

If you got the date from a stamp on the doll, then that combined with the different dolls in other posters' photos suggests that someone probably dressed a random barbie doll from 1999 with princess Fiona's dress, then donated/sold it like that!
