Who is this Barbie

We have this barbie bought second hand, I pretty sure it's a character mostly by how she is dressed but I can't work out who.

It was made in 1999

Any ideas?

@dementedpixie you're right, I didn't look closely at the dress. Just remember having a Belle doll with a green dress!
