URGENT: WWYD re. contracts and notice!

Okay my deadline to hand my notice in is 31st may. I plan on leaving my job to go to fulltime consultancy. I have been offered a consultancy "contract" working for 2 days a week for the next year so I am using that to base my decision on handing my notice in. My new boss (who I have worked with for ages in other capacities) assures me it is all fine - the money is there and all the powers that be know I am doing this role (and is a much needed role in the borough) anyhow I discovered the money is being held in a very very cash strapped section and I am very worried in these credit crunch times they may suddenly pull the funding that has been earmarked for me to do this role and then I am up shit creek without a paddle. I do not yet have any type of contract for this work (and i suspect even if I did it would not be one that would protect me if they decided to pull the funding) although I have just emailed to ask for one and am waiting to hear.

So what do I do- hand my notice in and hope for the best (since the contract is my dream job and I don't love my current job so much anymore? (I do trust my new boss and I know she is desperate for me to do this job, but if she hasn't got the money in her budget she can't pay me). If I don't have this contract I am a bit screwed for income as I have a few other small contracts and bits and bobs but this was the biggie that made me decide to take the leap into fulltime consultancy.

So what do I do? Is there anything I can do to make my position more secure? (can you tell am knew to all this freelance malarky!).
What would you do in my position?

(Oh the reason it is urgent is because I was wsupposed to hand in my notice tommorrow which I am dragging my feet over as technically doesnt have to be until 31st and only reason I would do it easier is to massively simplyfy things for my work in terms of recruiting my replacement and timetabling.)
