Online job sites - the ones that charge a membership fee

I keep seeing there tantilising job descriptions online only to find that they are only via 'subscription only' marketing websites. Has anyone used these and are they worth the money?

I haven't seen or used them, but they sound scam-like to me. Surely the prospective employer pays to advertise the job, rather than the employee?
