Help - need a 'thorough working knowledge of the law as it relates to publicity, including the Local Government Act 1998 and the Government's Code of Practice on Publicity'

Me again, the one trying to move from private to public sector . I'm filling in a council job application but can only find a Local Govt Act 2000 and a Code of Recommended Practice from 2001. Does anyone know where I can find a 1998 version of the Act (I'm assuming its an amendment relating to publicity). Also is there a definitive Government Code of Practice on Publicity?

I sometimes find some useful things here and here.
