Relocating and finding a job. How hard is it likely to be?

My younger sister (23) is currently looking to relocate down South to be with her boyfriend. However, as we're in the midst of a recession she is serious panic mode about finding work. She's been with her current employers for 3 years but has had a large amount of time off (she had stomach problems which was fixed by a small operation). She works in admin but hasn't really leanred much in her current job that she didn't know already. She is basically an office junior but 23 as opposed to 17.

Basically, she has been thinking about maybe studying something vocational but isn't sure where to start.

Any ideas on what she can do, also is it really going to prove a struggle for her? Can she be doing anything now to improve her chances of finding work easier?

If she has reasonable typing and computer skills she might be able to temp, and this could be a way through given her sickness record.

She could find out what the local paper is and see if they have an online site and if job ads appear there, to get some idea of the market.
